52

Mr. Thomas B. Robinson, Planning Director, reviewed the proposed
Ten-Year Growth Transition Overlay District. He stated that smaller lot
sizes in this proposed district would make the lots more affordable and
would allow the property owners to tie on to the public water and sewer
when available. Mr. Robinson further stated that the boundaries of the
district had been drawn to include those areas in which sewer could
feasibly be provided within the next ten years.
Mr. Manuel Kiser objected to the proposed Ten-Year Growth Area, stating
it was too small an area and did not allow reduced lot sizes throughout the
county. He requested that the proposed boundaries be changed to include
an area on Cold Springs Road South.
Commissioner Payne asked that the proposed western boundary be expanded
along Highway 73 West to the Mecklenburg County line.
There being no one else to speak regarding the proposed Ten-Year Growth
Area, the public hearing was closed.
Mr. John R. Boger, Jr., County Attorney, stated that if the boundaries
on the proposed Ten-Year Growth Area were changed it would be advisable
for the proposal to be sent back to the Planning Board and readvertised
before consideration by the Board of Commissioners at a later meeting.
He also noted that the proposed Ten-Year Growth Area could be adopted as
presented and amended at a later date to include the additional areas.
The motion by Commissioner Payne and seconded by Chairman Lentz to
adopt the Ten-Year Growth Area as presented failed with Commissioner Payne
and Chairman Lentz voting for and Commissioners Barnhardt, Milloway, and
Nash voting against.
UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and
unanimously carried, the Board moved that the boundaries of the proposed
Ten-Year Growth Area be changed from the map that had been submitted to the
Board and public as follows.

That the proposed Ten-Year Growth Area be expanded on the western
side by extending the line westerly along Highway 73 West to the
Mecklenburg/Cabarrus County line and southerly along the Mecklenburg/
Cabarrus County line to the point where it reaches the extraterritorial
zoning limits of the Town of Harrisburg.

That the proposed Ten-Year Growth area be expanded on the eastern
side starting at Highway 73 East and Cold Springs Road and run
easterly to Walker Road. Thence follow a southerly direction to
Cold Springs Road South. Then follow southerly Cold Springs Road
South to the intersection of Cold Springs Road South and Highway 601.

The Board referred the amended Ten-Year Growth Area proposal back to
the Planning Board for review and directed that it be readvertised before
consideration by the Board of Commissioners at a later meeting.
The motion by Commissioner Payne and seconded by Chairman Lentz to
adopt the Lot Reduction Amendment and the Ten-Year Growth Area as advertised
failed with Commissioner Payne and Chairman Lentz voting for and Commissioners
Barnhardt, Milloway, and Nash voting against.
There being no further business to come before the Board, the meeting
was adjourned.

Clerk to the Board
