Payne <br /> <br /> On second reading, the following amendment to the Cabarrus County <br />Animal Control Ordinance was adopted with Commissioners Payne and Nash and <br />Chairman Lentz voting for and Commissioners Milloway and Barnhardt voting <br />against. <br /> <br />ARTICLE IV <br /> <br />For the purpose of this Ordinance "owner" of an animal shall <br />include any person, firm, corporation or association that feeds, <br />provides shelter for or otherwise cares for said animal for a <br />period of three or more days. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board set a public hearing for 10:00 A.M. on <br />Monday, November 5, 1984, for the naming of an unnamed road as Stable Road. <br /> At 7:30 P.M., Chairman Lentz stated that this was the date and time <br />scheduled for a public hearing to determine finally whether the assistance <br />in financing the improvements for Sheridan Drive would be made and asked <br />if anyone were present who wished to speak for or against these road <br />improvements under the participation paving program. <br /> Mr. James F. Owens, Assistant Planning Director, reported that Mr. <br />James Lomax, owner of property located on Sheridan Drive, had declined to <br />participate in the paving program. He further stated that Mrs. Carrie L. <br />White, resident of Sheridan Drive, had contributed $200.00 in Mr. Lomax's <br />name for the paving in order to meet the 75 percent participation requirement. <br />Mr. Owens explained that Mr. Lomax will be assessed for the remaining $201.00 <br />for his share of the paving cost. <br /> There was no one present to speak for or against the participation <br />paving program for Sheridan Drive and the public hearing was closed. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following resolution authorizing <br />the participation paving program for Sheridan Drive. <br /> <br /> RESOLUTION AUTHORIZING ASSISTANCE <br />IN THE FINANCING OF IMPROVEMENTS TO <br />RURAL SUBDIVISION AND RESIDENTIAL STREETS <br /> <br /> WHEREAS, The Board of Cabarrus County Commissioners on October 1, <br />1984, adopted a preliminary resolution giving notice of intention to <br />assist in the financing of improvements to rural subdivision and <br />residential streets; and <br /> <br /> WHEREAS, due notice has been given that on the 15th day of October, <br />1984, at 7:30 p.m. in the Commissioners' Room in the Cabarrus County <br />Courthouse, held on whether the assistance in financing the road improve- <br />ments hereinafter described shall be made and that all objections to <br />the legality of the making of such financial assistance are required <br />by law to be made in writing, signed in person or by an attorney, and <br />filed with the Clerk to the Board at or before the time of the public <br />hearing; and <br /> <br /> <br />
