67 <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF <br />THE COUNTY OF CABARRUS: <br /> <br /> (1) That the property owners' share of the improvements is hereby <br />determined to be the amount shown therefore on said general plan map. <br /> <br /> (2) That the Board of County Commissioners finds as a fact that each <br />lot or tract abutting on the improvements has been specially benefitted <br />by the improvements in the amount assessed against such lot or tract as <br />shown by the preliminary assessment roll. <br /> <br /> (3) That the general map is hereby confirmed at 7:35 P.M. on the <br />15th day of October, 1984, and is hereby made the final assessment roll for <br />the improvements. <br /> <br /> (4) That the Clerk to the Board is hereby directed to enter on the <br />minutes of this Board and the assessment roll the date, hour and minute <br />of the confirmation thereof and to deliver a copy of the assessment roll to <br />the County Tax Collector. <br /> <br /> (5) That, after the expiration of twenty (20) days from this date, <br />the County Tax Collector shall cause to be published one time in some <br />newspaper published in the County a notice that any assessments contained <br />in the assessment roll may be paid in full to the County Tax Collector <br />without interest thereon at any time before the expiration date of <br />thirty (30) days. <br /> <br /> (6) That, if the owners of the lots or tracts against which the assess- <br />ments have been made do not exercise their option to pay the same in cash <br />as herein before provided in the original resolution providing financial <br />assistance of the improvements, such installments to bear interest at the <br />rate of eight percent (8%) per annum from this date. <br /> <br /> (7) That the first of the installments with interest thereon shall <br />become due and payable thirty (30) days after the publication of the <br />notice herein above required to be published, and one subsequent install- <br />ment with interest thereon shall be due and payable on the same day of <br />the same month of each successive year until the assessments have been <br />paid in full. <br /> <br />DATED: October 15, 1984 <br />ATTEST: <br />Clerk to the Board of <br />County Commissioners <br /> <br />BOARD OF COUNTY COMMISSIONERS <br />CABARRUS COUNTY, NORTH CAROLINA <br /> <br />/s/ Frankie F. Owens, Assistant Planning Director, reported that the <br />State's allocation to Cabarrus County for the property owner participation <br />program for the fiscal year 1984-85 totaled $56,750.00 with more roads <br />petitioned to the County and State than there were available funds. He <br />explained that residents of three roads had requested paving funds through <br />the County's participation program and that the State's portion for these <br />three roads alone would have totaled $80,478.00 in addition to the paving <br />of four roads in the county for which the property owners participated <br />100 percent. The Board agreed to further discuss the possibility of requesting <br />the State to increase the percentage of property owners participation funds <br />allocated to Cabarrus County at the time the 1985-86 Secondary Construction <br />Program is presented by the State. <br /> The Board received the recommendations from the administrators of <br />the domiciliary homes in Cabarrus County for the appointment of a member <br />to the Domiciliary Home Community Advisory Committee to fill the position <br />previously held by Ms. Vickie Waddell. These recommendations included <br />Mrs. Ruth Faulkenberry, Mrs. Elizabeth Johnson, and Mrs. Sonjia B. Beaver. <br /> <br /> <br />
