69 <br /> <br /> Mr. Nichols also reported that the Parks and Recreation Advisory <br />Commission had voted to request an additional $12,000.00 from the Board <br />of Commissioners to be applied toward the Concord Boosters Club project. <br />This project consists of constructing a rubberized track at Concord High <br />School. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash with <br />Commissioners Payne and Nash and Chairman Lentz voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board appropriated $12,000.00 from <br />the Contingency Fund to the Parks and Recreation Department to be applied <br />to the Concord Boosters Club project of constructing a track at Concord <br />High School with the understanding that the Parks and Recreation Advisory <br />Commission quits coming back and asking the Board of Commissioners for more <br />money. <br /> Chairman Lentz expressed regrets at the resignation of Mr. William K. <br />Cowan, Recreation Director, and wished Mr. Cowan much success in his new <br />position as County Manager in Hoke County. <br /> Mr. Edward K. Prewitt, Jr., addressed the Board regarding the proposed <br />Agreement between the City of Concord and Cabarrus County for the administration <br />of a County library system. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne with <br />Commissioners Nash and Payne and Chairman Lentz voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board adopted the following <br />agreement between the City of Concord and Cabarrus County. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />AGREEMENT <br /> <br /> THIS AGREEMENT, made and entered into this 19th day of September, <br />1984, by and between CITY OF CONCORD, a municipal corporation of the <br />State of North Carolina, hereinafter referred to as "CONCORD", and <br />CABARRUS COUNTY, a governmental subdivision of the State of North <br />Carolina, hereinafter referred to as "CABARRUS"; <br /> <br />WITNES SETH : - <br /> <br /> That whereas, Concord operates a library in the municipal limits <br />known as "Cannon Memorial Library" and has operated the same for a number <br />of years; and whereas, Cabarrus makes appropriations to said library; <br />and whereas, Cabarrus desires to establish a branch library in the Town <br />of Kannapolis and at future times to establish branch libraries in other <br />parts of Cabarrus County; and whereas, it is desired that Concord administer <br />the entire library system in the manner hereinafter provided for in this <br />contract. <br /> <br /> NOW, THEREFORE, in consideration of the premises and the mutual <br />agreements hereinafter made, the parties do agree as follows: <br /> <br /> 1. That Cabarrus will establish a County library system with the <br />first branch to be in the Town of Kannapolis, North Carolina, and will <br />fund said system and continue to make contributions to Concord for the <br />operation of the Cannon Memorial Library in the City of Concord. <br /> <br /> 2. That Concord will administer the entire library system and will <br />be solely responsible for the employment of the Head Librarian (Library <br />Director) of the system and for the employment of the staff of the Cannon <br />Memorial Library. <br /> <br /> 3. The Head Librarian and all personnel in the Cannon Memorial <br />Library will be employees of Concord and all final decisions concerning <br />them will be made by Concord. <br /> <br /> 4. The Head Librarian and the Board of Library Trustees of Cabarrus <br />will recommend to the Cabarrus County Manager persons to be Chief Branch <br />Librarians for each branch of the library system. The County Manager <br />will then select and employ the Chief Branch Librarian for each branch. <br />Each candidate must be certified by the State of North Carolina. After <br />consultation with the Head Librarian, each Chief Branch Librarian, with <br />the approval of the County Manager, will hire personnel for the branch. <br />The Chief Branch Librarians and all branch personnel shall be County <br />employees. <br /> <br /> <br />
