98 Mr. Jay Freeman, Chairman of the Cabarrus County Community Based Alternatives (C.B.A.) Program, presented the proposed Kannapolis School 'Teaching/Counseling Program. This program will be funded by C.B.A. Expansion Funds in the amount of $2,806.00 and local funds in the amount of $730.00 provided through in-kind services by the Kannapolis City Schools. UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt and unanimously carried, the Board approved the Community Based Alternatives (C.B.A.) program agreement for the Kannapolis School Teaching/Counseling Program as presented by Mr. Jay Freeman. UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and unanimously carried, the Board reappointed the following persons to the Senior Citizens Advisory Council for a three-year term ending November 1, 1987. Reverend Joel Cherry Ms. Margaret Willie Mr. Frank Liske The Board received the recommendation from the Executive Committee of the Cabarrus County Parks and Recreation Advisory Commission for the appointment of Mr. Vernon Goins to complete the term of Ms. Anne Marie Barrier who recently resigned from the Advisory Commission. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with Commissioners Payne, Nash, and Barnhardt and Chairman Lentz voting for and Commissioner Milloway voting against, the Board appointed Mr. Vernon Goins to the Cabarrus County Parks and Recreation Advisory Commission to complete the unexpired term of Ms. Anne Marie Barrier ending on December 31, 1986. The motion by Commissioner Milloway that all boards be representative of the people they represent in regards to gender, race, and geographical location failed for lack of second. The following bids were received for building materials for the miniature golf/concession building at Frank Liske Park. LEGAL ADVERTISEMENT DATE: October 19, 1984 VENDOR BID DEPOSIT BID AMOUNT Cabarrus Builder Mart Lowe's of Kannapolis Gulledge Building Supply Morrison Lumber X $14,804.81 X $14,371.45 X $13,283.30 X Incomplete UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board awarded the contract for the building materials for the miniature golf/concession building at Frank Liske Park to the low bidder, Gulledge Building Supply, in the amount of $13,283.30. Mr. Carl McIntyre presented a complaint regarding the Tipping Fee Ordinance for the County Landfill. He objected to being charged $10.00 to dump his personal garbage at the Landfill because he had transported his garbage to the Landfill in a vehicle larger than a pickup truck. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt~ and unanimously carried, the Board instructed Mr. John R. Boger, Jr., County Attorney, to prepare for the next Board meeting an amendment to the policy concerning garbage tipping fees for individuals with trucks larger than a pickup. The Board indicated that it was the intention of the Board that persons hauling household or personal waste to the Landfill would not be charged a tipping fee regardless of the size of the vehicle. UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt and unanimously carried, the Board granted a waiver of the tipping fee for any citizen bringing individual garbage on a private vehicle to the Landfill until the ordinance is changed to include the amendment to be drafted by the County Attorney. UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and unanimously carried, the Board adopted the following Health Department budget amendment to accept State funds in the amount of $5,654.00 for the Family Planning Program.
