448 <br /> <br />Cabarrus County to appropriate Federal and State agencies to secure <br />funds for housing improvements and sewer improvements. <br /> <br />That Charles McGinnis, Manager, and successors so titled, is hereby <br />authorized and directed to furnish such information as the appropriate <br />governmental agencies may request in connection with such applications <br />for the project, to make the assurances and certifications as con- <br />tained above; to administer the Block grant and to execute such other <br />documents as may be required in connection with the administration and <br />completion of the project. <br /> <br />Adopted this the 19th day of May, 1986. <br /> <br />Attest: <br />/s/ Frankie F. Lentz, Chairman <br /> <br /> The Board rescheduled the regular July 3 zoning meeting of the Board <br />of Commissioners to July 10, 1986, at 7:00 P.M. <br /> Mr. Jay Freeman of the Cabarrus County Community Based Alternatives <br />Task Force presented the proposed 1986-87 applications for Community Based <br />Alternatives grants for continued funding of the Temporary Shelter Care <br />Project, the Cabarrus County Schools Survival Program, and the Uwharrie <br />Group Home. He explained that the local funding for the Temporary Shelter <br />Care Project would be provided through in-kind services and foster care <br />payments by the Department of Social Services and local funding for the <br />Schools Survival Program would be provided through in-kind services by the <br />Schools. However, he requested $321.00 in County funds for the local <br />funding of the Uwharrie Group Home Program. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the submission of the Community <br />Based Alternatives grant applications for 1986-87 as presented by Mr. Jay <br />Freeman. <br /> Commissioner Barnhardt reported that Mr. Bill Reeder, a resident of <br />Spring Valley, had complained to him about the inability to get cablevision <br />service in that community. After discussion regarding similar complaints <br />by residents of outlying subdivisions of the county, the Board instructed <br />the County Manager to write to other cable television companies to determine <br />if they have any interest in providing cable service to areas of the county <br />that Vision Cable of Metrolina have been unable to serve. <br /> Mr. F. A. Rankin expressed concern about the possible placement of an <br />airport at the Coddle Creek Reservoir and the effect this airport could <br />have on water quality. He asked that the Board contact Mr. Dick Casper or <br />Mr. Darrell Herndon of the North Department of Natural Resources regarding <br />this matter. <br /> Commissioner Barnhardt reported that Mr. H. R. Sloan of Greenview <br />Drive had complained that the water system contractors had failed to repair <br />his driveway after installing water lines in that area. Mr. Walter C. <br />Odell, III, Engineer, stated that the contractors had been informed on <br />numerous occasions to correct this problem. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 8:30 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
