166 <br /> <br />Be <br /> <br />Buffering Requirements: <br />a. The buffer area along the front of the property will be <br /> addressed under the Thoroughfare Overlay Zone (TOZ). <br />b. A minimum of twenty-five (25) feet of natural buffer shall be <br /> preserved along the west interior lot line and rear lot line. <br /> The eastern interior lot line shall be planted with evergreen <br /> plantings. <br />Landscaping: All required yards shall either be landscaped or be <br />left in a naturally wooded state. <br /> <br />(7) Ingress and Egress: Ail points of ingress and egress shall be paved <br /> from the road through the required yard area, and shall meet the require- <br /> ments as established in the TOZ. <br />(8) Parking and Loading: Parking areas of sufficient size to provide for <br /> patrons, customers, suppliers, visitors, and employees shall be provided <br /> on the premises for each use. Parking areas shall be paved with dust <br /> free, all-weather surface, and shall be properly drained and landscaped. <br /> Loading areas for supplies and services shall be sufficient to meet the <br /> requirements of each use. Parking and loading areas shall not be placed <br /> within any required yard and shall be screened and landscaped from <br /> adjoining property. <br />(9) Storage: Any uses essential to the principal use shall be located and <br /> properly screened so as not to be visible from any property line. <br />(10) Performance Standards: <br /> 1. Noise: Objectionable noise shall be muffled or eliminated so as <br /> not to become a nuisance to adjacent uses. <br /> 2. Smoke Emission: Every use shall be so operated as to prevent the <br /> emission of smoke, dust, and dirt, etc., from any source whatsoever <br /> to standards no greater than permitted by the North Carolina <br /> Department of Natural Resources and Community Development standards <br /> of air pollution for industrial uses. <br /> 3. Odors: Every use shall be so operated as to prevent the emissions <br /> of objectionable or offensive odors in such concentrations as to be <br /> readily perceptible at any point at or beyond the lot line of the <br /> property on which the use is located. <br /> 4. Glare: Every use shall be so operated as to prevent glare of such <br /> intensity as to be readily perceptible from a residential district. <br /> <br />MOBILE HOME PARK ORDINANCE TEXT AMENDMENT <br /> <br />(1) <br /> <br />Petition 87-08. Cabarrus County Planning Staff, Section 1-C (17), <br />page 4. <br /> Ail mobile homes, including additions or extensions, permitted <br /> under this section shall be skirted. <br /> <br />Section 1-C (21), page 5. <br /> All internal roads in mobile home parks shall have a minimum <br /> right-of-way of 45 feet. The edge of said right-of-way will <br /> constitute the base set back line. <br /> <br />Planning Board voted unanimously to recommend approval. <br /> <br /> Mr. James F. Owens, Planning Director, withdrew the second portion of <br />the proposed amendment regarding the internal roads in order to obtain more <br />information from the North Carolina Manufactured Housing Institute. <br /> There was no one present to speak regarding the proposed amendment and <br />the public hearing was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the following amendment to the Mobile <br />Home Park Ordinance. <br /> <br />Add words to clarify Section 1-C (17), Page 4 to read: <br />Ail mobile homes, including additions or extensions, permitted under <br />this section shall be skirted. <br /> <br />NEW BUSINESS <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board reappointed Mr. Louis Suther to the Cabarrus <br />County Planning Board for a term of three years ending August 31, 1990. <br /> <br /> <br />
