207 <br /> <br /> · public education to be leased to and operated by The <br /> Trustees of Rowan Technical College as a satellite <br /> campus of Rowan Technical College, including the <br /> construction of a building, related parking facilities <br /> · and other related site improvements or appurtenant <br /> facilities and the acquisition of any necessary land, <br /> · rights-of-way, equipment and furnishings, and <br /> authorizing the levy of taxes in an amount sufficient to <br />· pay the principal of and the interest on said bonds, be <br />· approved? <br /> YES <br />· . NO <br /> <br /> Section 5. The Clerk to the Board of Commissioners is hereby directed <br />to mail or deliver a certified copy of this resolution to the Cabarrus <br />County Board of Elections within three days after the adoption hereof. <br /> Section 6. This resolution shall take effect upon its passage. <br /> Thereupon, upon motion of Commissioner Melvin, seconded by Commissioner <br /> Hamby, the foregoing resolution entitled: "RESOLUTION CALLING A SPECIAL <br /> BOND REFERENDUM" was passed by the following vote: <br /> Ayes: Commissioners Melvin, Hamby, and Payne, and Chairman Lentz <br /> Noes: None <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the public hearing upon the "ORDER AUTHORIZING <br />$29,000,000 SANITARY SEWER BONDS" and "ORDER AUTHORIZING $2,000,000 TECHNICAL <br />COLLEGE BONDS" was closed. <br /> The Board received the "People's Plan '87" outlining the the accom- <br />plishments of the past four year's work by the Cabarrus County Agricultural <br />Extension Service. Mr. Brady Black, Chairman of the Cabarrus County Advisory <br />Leadership Council, introduced the members of the Council present for the <br />meeting. Mr. Alvin Stanford, County Extension Director, reviewed the <br />operation of the Agricultural Extension Service and the completion of the <br />"People's Plan '87". Reports presented by members of the Agricultural <br />Extension Service were as follows: <br /> <br />Horticulture Agent Report <br />Livestock Agent Report <br /> <br />4-H and Youth Agent Report <br />Home Economics Agent Report - <br /> <br />David Goforth, Assistant Agricultural <br /> Extension Agent <br />Carl D. Pless, Jr., Assistant <br /> Agricultural Extension Agent <br />David N. Goff, Extension Agent <br />Doris Rogers, Home Economics Extension <br /> Agent <br /> <br /> Dr. Elizabeth Meldau, Extension Director with the North Carolina State <br />University responsible for Extension programs in southwestern North Carolina, <br />addressed the importance of the Advisory Leadership Council in keeping the <br />staff in touch with the needs of the people in Cabarrus County. <br /> Mr. Troy Cook, Past Chairman of the Advisory Leadership Council, <br />expressed appreciation for the Board's cooperation with the Agricultural <br />Extension Service and commended the Extension Service staff for their work. <br /> Mr. Vernon Goins, Chairman of the Cabarrus County Parks and Recreation <br />Advisory Commission, and Mr. Steve Little, Recreation Director, addressed <br />the need to formulate an updated Master Plan for Parks and Recreation <br />Facilities in Cabarrus County. Mr. Little reported that the Advisory <br />Commission at its meeting on July 30, 1987, reviewed and approved the <br />concept of acquiring and developing three community parks in Cabarrus County <br />and were requesting approval from the Board of Commissioners to implement <br />this proposed plan. <br /> The Board accepted the request as information and indicated they will <br />consider this request at a later date. <br /> The following bids were received on October 12, 1987, for a General <br />Purpose Tractor for the Cabarrus County Parks and Recreation Department. <br /> <br /> <br />
