228 <br /> <br />HOME CARE WEEK <br />PROCLAMATION <br /> <br /> WHEREAS, many of our elderly and disabled citizens prefer to maintain <br />their independence and individuality by remaining in their own homes rather <br />than moving to a medical or nursing facility; and <br /> <br /> WHEREAS, home is a place of comfort, a place which provides the loving <br />support of family, f~iends and neighbors, a place which maintains the freedom <br />and dignity of the individual regardless of their physical disabilities; and <br /> <br /> WHEREAS, home care allows our elderly and disabled citizens to receive <br />the medical assistance and broad multi-disciplinary team health services they <br />need in the home, thereby alleviating the need to abandon the comfort of <br />their homes and communities; and <br /> <br /> WHEREAS, the services provided through home care serve our elderly and <br />disabled citizens in the most compassionate and effective way possible while <br />retaining the dignity and independence of the individual; <br /> <br /> NOW, THEREFORE, I, James Lentz, Chairman, Cabarrus County Board of <br />Commissioners do hereby proclaim the week of November 29 through December 5, <br />1987 as HOME CARE WEEK IN CABARRUS COUNTY to coincide with the celebration of <br />Home Care Week in North Carolina and National Home Care Week across the <br />country; and <br /> <br /> FURTHERMORE, that our community expresses its support and appreciation <br />of home care providers and commends all dedicated individuals who have <br />devoted their careers to providing high quality home care services to its <br />citizens. <br /> <br />/s/ James Lentz <br /> <br />James Lentz, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> Mr. Charles D. McGinnis, County Manager, presented two letters as <br />information to the Board of Commissioners. The first letter dated <br />November 13, 1987, written by Mr. Charles W. Hollis, Chief of the Regulatory <br />Branch of the Corps of Engineers, and addressed to the Honorable Bernie A. <br />Edwards, Mayor of the City of Concord, stated that the Corps of Engineers is <br />proceeding with the processing of a permit application for the Coddle Creek <br />Reservoir project as submitted by Mr. Paul C. Watson, Jr., of HDR <br />Infrastructure, Inc. The second letter dated November 12, 1987, to Mr. <br />Charles D. McGinnis and from Mr. Howard Robinson of the Atlanta Airports <br />District Office of the Federal Aviation Administration stated that it had <br />been determined that the proposed Cabarrus County Airport to be located at <br />latitude 35°23'01"N, longitude 80°42'40"W, will not adversely affect the safe <br />and efficient use of the navigable airspace by aircraft, provided that all <br />operations are conducted in VFR weather conditions. <br /> Commissioner Hamby presented a proposed resolution setting forth the <br />intent of the Board to establish a Cabarrus Utilities Board. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Chairman Lentz voting for and Commissioner <br />Payne voting against, the Board adopted the following resolution as proposed <br />by Commissioner Hamby. <br /> <br />RESOLUTION <br /> <br /> It is becoming clear that the county is involved in water and sewer <br />issues and projects throughout Cabarrus County. A greater amount of time and <br />effort on the part of the county commissioners is being devoted to these <br />important utility issues. <br /> <br /> The county has advisory boards to assist in a number of areas by study- <br />ing specific issues and making recommendations to the commissioners for <br />action. These boards, such as the boards assisting in zoning, parks and <br />recreation, library issues, social services and mental health issues, have <br />been very helpful in making recommendations to the county commissioners. <br /> <br /> <br />
