<br />County. She reviewed the needs of the County Schools as outlined in the
<br />Cabarrus County Schools Survey Report and recommended by the Schools Facility
<br />Study Committee. The cost of the County Schools facility needs was estimated
<br />at $53,330,000.00 with $31,000,000.00 expected from State funds and
<br />$19,818,000.00 to be provided by the requested bonds. It was noted that the
<br />funds from the requested $25 million bond issue is in addition to the $40
<br />million expected from the State of North Carolina over the next ten years.
<br /> Dr. Grief Bradshaw, Kannapolis City Schools Superintendent, presented the
<br />ten-year plan from the Kannapolis Board of Education outlining the facility
<br />needs for the Kannapolis Schools. The cost of these needs was estimated at
<br />$13,000,000.00 with $8,500,000.00 expected from the State and $5,500,000.00 to
<br />be provided through the requested bond issue.
<br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with Commis-
<br />sioners Moss and Hamby and Chairman Lentz voting for and Commissioners Payne
<br />and Melvin voting against, the Board approved the request from the Cabarrus
<br />County Board of Education and Kannapolis City Board of Education to hold a
<br />$25,000,000 school bond referendum on March 8, 1988, and adopted and
<br />authorized the publication of the following:

<br />APPLY TO THE LOCAL GOVERNMENT COMMISSION
<br /> FOR APPROVAL OF BONDS
<br />
<br /> NOTICE is hereby given of the intention of the undersigned to file
<br />an application with the Local Government Commission, Raleigh, North Carolina,
<br />for its approval of the issuance of the following proposed bonds of the County
<br />of Cabarrus, North Carolina, which bonds shall be subject to the approval of
<br />the voters of said County at a referendum:

<br />SCHOOL BONDS for the purpose of providing funds, with any
<br />other available funds, for erecting additional school
<br />buildings and other school plant facilities, replacing,
<br />remodeling, enlarging and reconstructing existing school
<br />buildings and other school plant facilities and acquiring
<br />any necessary land, rights of way and equipment therefor,
<br />in order to provide additional school facilities in said
<br />County to maintain the nine months' school term as re-
<br />quired by Section 2 of Article IX of the Constitution.

<br /> Any citizen or taxpayer who objects to said bonds in whole or in
<br />part may file with the Local Government Commission a statement setting forth
<br />his objections and containing his name and address as provided in Section
<br />159-50 of the General Statutes of North Carolina, in which event he shall also
<br />file a copy of such statement with the undersigned, at any time within seven
<br />days from the date of publication of this Notice. Objections set forth in
<br />said statement will be considered by said Commission, along with said applica-
<br />tion, in determining whether to approve or disapprove said application.

<br /> Chairman Lentz stated that this was the day and hour scheduled for a
<br />public hearing regarding the naming of an Unnamed Road to Barr-Link Drive and
<br />asked if anyone were present to speak for or against this road name change.
<br />There was no one present to speak regarding the proposed road name change, and
<br />the public hearing was closed.
<br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz and unani-
<br />mously carried, the Board approved the road change change, Petition 87-88-01,
<br />for the naming of an Unnamed Road to Barr-Link Drive.
<br /> Mr. David Marlar of Arthur Young & Company presented the Comprehensive
<br />Annual Financial Report of Cabarrus County for the fiscal year ended June 30,
<br />1987, with the Report of Certified Public Accountants.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and
<br />unanimously carried, the Board accepted the Cabarrus County fiscal audit for
<br />the yea. r ended June 30, 1987, as submitted by Arthur Young & Company.
