359 <br /> <br />3. Coldwater Creek <br /> <br />Shall meet the following requirements: <br /> 1. Ail lots within the drainage basin, within ½ mile of the high <br /> water mark for the reservoirs shall have a minimum square of <br /> footage of two (2) acres when served by individual wells and <br /> septic tanks. <br /> 2. Ail lots in the remaining area of drainage basin for the <br /> reservoirs shall have a minimum square footage of 40,000 <br /> square feet or meet requirements of the Cabarrus County Zoning <br /> Ordinance, whichever is more stringent, when served by indi- <br /> vidual wells or septic tanks. <br /> 3. Ail lots served by municipal sewer shall meet the requirement <br /> of the Cabarrus County Zoning Ordinance. <br /> <br />In addition, the following requirements shall apply to property within <br />the drainage basin, within ~ mile of the high water mark for the <br />reservoir: <br /> <br />No commercial or industrial development shall be permitted. <br />A 150 foot vegetative buffer shall be maintained from the <br />normal pool level on all property adjoining the reservoir, no <br />permanent structures shall be allowed in this buffer area. <br />No industrial or commercial hazardous material shall be used <br />or stored in this ~ mile area. <br />For all new developments, plans submitted for approval shall <br />include detention of the first ½ inch of runoff. <br /> <br />For the remaining watershed area, the following requirements shall be <br />met: <br /> <br />For all new developments, plans submitted for approval shall <br />include detention of the first ~ inch of runoff. <br />A 50 foot vegetative buffer shall be maintained adjacent to <br />all perennial streams. <br /> <br />Special Use Provisions - New development not complying with the above <br />requirements could be allowed on a case-by-case basis if special <br />safeguards against contamination are proposed and approved by the <br />appropriate state authority. <br /> <br />All proposed developments in the designated watersheds shall meet these <br />requirements. <br /> <br />Petition 88-06. Staff Request, Section 5, Number 5.7. Change to allow <br />zoning ordinance terminology to match. Planning Board voted 4-0 to <br />approve this petition. <br /> <br /> There was no one present to speak for or against the proposed amendment, <br />and the public hearing was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 88-06 to amend the Zoning <br />Ordinance Text as follows: <br /> <br />SECTION NUMBER Table of Contents <br />PURPOSE OF CHANGE: Section 5, Number 5.7 <br /> From: Screening Non-Conforming Salvage Yards <br /> To: Screening of Salvage Yards <br /> <br /> Chairman Lentz stated that this the date and time scheduled for a public <br />hearing on the proposed 1988-89 Cabarrus County Budget and asked if anyone <br />were present who wished to speak for or'against the proposed budget. <br /> Mr. William K. Philpot, Jr., outlined the work of the Information and <br />Referral Service of the United Way and asked that the Board fund one-half of <br />the Service's annual operating budget for the 1988-89 fiscal year. <br /> Reverend Earl Woodall, Executive Director of the Cooperative Christian <br />Ministry, reviewed the operation of the Ministry and asked that the County <br />allocate $40,000.00 to provide one-half of the administrative cost of the <br />Ministry for 1988-89. <br /> <br /> <br />
