413 Mr. Coy Honeycutt, owner of K & C Salvage and Ritchie Salvage, spoke against the 10-foot fence requirement for screening of salvage yards. Mr. Bill Powlas, owner of Bill's Junk Car Service, also spoke against the 10-foot fence requirement. No one else spoke in regards to the proposed amendment, and the public hearing for Zoning Text Petition 88-07 was closed. The motion by Commissioner Payne to approve Petition 88-07 as recommended failed for lack of second. The motion by Commissioner Melvin to approve the wording of Petition 88-07 as recommended with the exception that the 10-foot fence requirement be replaced with a 6-foot fence requirement failed for lack of a second. UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and unanimously carried, the Board tabled Petition 88-07 until the meeting on July 18, lg88. (2) Petition 88-08. Staff Request. 3.2-4, llJ, Schedule of Use Regulations. Amend line item on Theaters (In-Door) as follows: Theaters (In-Door) C-2 P The Planning Board voted 5-0 to approve this petition. No one spoke either for or against the proposed text amendment, and the public hearing on Petition 88-08 was closed. Amend line item on Recreational Facilities Private (Non-Profit and Profit) as follows: ARR R-40 R-30 RMF-7A C-2 C-3 C-4 C C C C P P P The Planning Board voted 5-0 to approve this petition. No one spoke either for or against the proposed text amendment, and the public hearing was closed. The motion by Commissioner Hamby and seconded by Commissioner Moss to approve Zoning Text Petition 88-09 as recommended with the exception that the proposed change be deleted in the ARR zone failed with Commissioners Hamby and Moss voting for and Commissioners Payne and Melvin and Chairman Lentz voting against. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners Hamby and Moss voting against, the Board approved Zoning Text Petition 88-09 as recommended. The amendment as approved by the Board is as follows. 3.2-4, llI, Schedule of Use Regulations. The Planning Board voted 5-0 to recommend the Cabarrus County Land Use Plan to the County Commissioners for adoption. There was no one present to speak for or against the proposed Land Use Plan, and the public hearing was closed. UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- mously carried, the Board adopted the Land Development Guide - 1988 as recommended by the Planning Board. The Land Development Guide - 1988 is on file in the Office of the County Manager and is included by reference as a part of the minutes.
