<br />Amendment to section to allow temporary and agricultural and
<br />horticultural signs in agricultural zones. Planning Board voting 5-0 to
<br />approve this petition.

<br /> Mr. Jim Little spoke in support of the proposed amendment.
<br /> There was no one else present to speak for or against the proposed
<br />amendment, and the public hearing on Petition 88-10 was closed.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and
<br />unanimously carried, the Board approved Petition 88-10 amending Section
<br />5.6-8, Temporary Signs, as recommended by the Planning Board with the
<br />deletion of the provision "must be pole mounted". The amendment as adopted
<br />by the Board is as follows.

<br />5.6-8 Temporary Signs Permitted
<br />Signs for the purpose of sale of seasonal agricultural products and
<br />horticultural products will be allowed on a temporary basis in agricul-
<br />tural zones. These signs may be erected no sooner than one (1) week
<br />prior to the beginning of the harvest season and must be removed
<br />immediately upon the end of the harvest season. The signs will be
<br />allowed on and off premise only within the agricultural zones of A-2,
<br />A-I, and ARR. In addition, the signs must meet the following require-
<br />ments: signs must be less than fifteen (15) square feet, may not exceed
<br />six (6) feet in height, and may not be illuminated. No signs shall
<br />interfere with vision clearance along any street or intersection. These
<br />signs shall be exempt from the TOZ requirements, but may not be located
<br />within the existing street right-of-way. A sketch plan showing
<br />compliance with these requirements plus the size, location, and design
<br />of the sign, along with display dates, must be submitted and a Zoning
<br />Certificate of Compliance obtained before any sign may be erected.

<br /> Sheriff Robert M. Canaday recommended that the Board accept the low bid
<br />offered by Hub-Stinnette Uniform Company with the new contract to be
<br />effective September 29, 1988.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and
<br />unanimously carried, the Board awarded the contract for supplying uniforms
<br />and accessories to the Sheriff's Department for 1988-89 to the low bidder,
<br />Hub-Stinnette Uniforms, Inc., in the amount of $10,260.00.
<br /> Sheriff Robert Canaday requested funding to pay consultants used by the
<br />Data Processing Department to complete the Computer Aid Dispatch (CAD) system
<br />which will be the foundation of the "Egll" emergency telephone number system
<br />for Cabarrus County. He stated that the $50,000.00 requested in the 1988-89
<br />budget for this purpose had been cut from his department's purchased services
<br />account and had not been shifted to the Data Processing Department budget.
<br /> As reported in a memorandum dated July 14, 1988, from C. Richard
<br />Russell, Data Processing Manager, the following bids were received for the
<br />data processing consultants for the development of the computerized dispatch
<br />system.
