456 <br /> <br /> There was no one else to speak either for or against the proposed <br />amendment, and the public hearing on Petition 88-07 was closed. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board adopted Petition 88-07 as presented with the <br />addition of Virginia and Loblolly pines to the approved list of trees and <br />shrubs used for screening purposes. The Screening Requirements as adopted <br />by the Board were as follows. <br /> <br />5.10 Screening: Landscaping, screening or fencing shall be required <br />wherever any non-residential parking lot, outdoor storage of any material, <br />stocks, or equipment accessory to a principal use on any lot within any <br />district shall be screened from view from any public right-of-way and from <br />any adjoining zoned district. However, open display of non-wrecked, fully <br />assembled merchandise such as cars, mobile homes, farm machinery need not <br />be screened from a right-of-way abutting or facing a non-residential <br />district. Screening shall also be provided as required by any other section <br />of this ordinance according to the following minimum standards: <br /> <br />A. Wherever screening is required between an industrial zone and a <br />dissimilarly zoned district or between a salvage yard and any other <br />use, opaque screening of one of the following types shall be provided <br />prior to operation of business or the amendment of an approved site <br />plan for an existing business: <br /> <br />1. Masonry wall <br />2. Wooden fence <br />3. Berm <br />4. Chain link fence, slatted or with one of the following <br /> climbing vines: <br /> a. English Ivy <br /> b. Carolina Jessamine <br /> c. Confederate Jasmine <br />5. Hedge or vegetative screen meeting the requirements of 5.10B <br /> below. <br /> <br />Whichever method is chosen, the resulting wall shall be of similar <br />composition, construction and color throughout. In addition, where a <br />fence or wall is chosen, a natural planted screen to meet the <br />requirements of 5.10C, compatible with the zoned or actual character <br />of adjoining properties, shall be provided to materially screen uses <br />within the subject property from view of adjacent properties, or <br />public right-of-way. The height of the wall, fence, or hedge shall be <br />no less than six (6) feet, unless otherwise specified within use <br />regulations of the zoning district. Wherever screening is required, <br />other than around industrial zones and salvage yards, the screening <br />will be required to meet the standards of 5.10C only. <br /> <br />B. Where a hedge or vegetative screen is chosen rather than an opaque <br />fence the following requirements must be met: <br /> <br />1. Planting material is to be spaced no more than five (5) feet <br /> apart for shrubs and ten (10) feet for trees. They must be of <br /> one of the following types: <br /> <br />SHRUBS TREES <br /> <br />Nellie Steven's Holly <br />Burfadi Holly <br />Waxleaf Ligustrum <br />Elaeagnus <br />Camellia Sasanqua <br />Red Tip Photinia <br /> <br />Leyland Cypress <br />Austrian Pine <br />Japanese Black Pine <br />Magnolia <br />Wax Myrtle <br />Virginia Pine <br />Loblolly Pine <br /> <br />2. Plants must be totally opaque within four (4) years time. In <br />accordance, replacement plants must be the same size as existing <br />stock. <br /> <br />3. It will be the responsibility of the owner to maintain all <br />plants and landscaping. This shall include, but not be limited <br />to, mowing, weeding, pruning, fertilizing and watering plants to <br /> <br /> <br />
