42

Mr. David Stokes, Wildlife Officer, discussed the problems created by
persons spotlighting deer in Cabarrus County.
UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and
unanimously carried, the Board moved to request the Wildlife Resources
Commission to set a public hearing to get input on a regulation for
Cabarrus County that would be consistent with surrounding counties and
prohibit a person from intentionally shining a light upon deer or
intentionally sweeping a light in search of deer in this county between the
hours of one-half hour after sunset and one-half hour before sunrise.
The Board reviewed the Stonewall Jackson Property Evaluation Report as
prepared by Dennis Yates Associates and presented to the Board by
Commissioner Melvin on January 23, 1989. Stating there is a possibility
that the State of North Carolina would offer the Cannon Building along with
six other buildings at the school to Cabarrus County, Commissioner Melvin
proposed that these buildings be renovated to provide a Senior Citizens
Center and to house other non-profit organizations. It was noted that Mr.
Yates had estimated in his report that it would cost approximately $1.2
million to renovate the Cannon Building.
The Board by general consensus indicated its interest in pursuing the
acquisition of the facilities and the renovation of the Cannon Building for
a Senior Citizens Center. The Board tentatively agreed to tour the
buildings at 4:00 P.M. on Monday, February 13, 1989.
Commissioner Simmons asked the Board's wishes on participating in the
joint feasibility study for a county-wide water and sewer authority as
requested by the Cabarrus Utilities Board on January 19. This item is to
be placed on the agenda for the meeting on February 6, 1989.
There being no further business to come before the Board, the meeting
was adjourned at 6:15 P.M.

Clerk to the Board
