100 <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized the Cabarrus County Parks and <br />Recreation Department to submit grant applications for funding from the 1989-90 <br />North Carolina Arts Council Grassroots Fund for the following projects: <br />$2,000.00 to assist salaries cost for the Youth Theatre Program, $800.00 to aid <br />in instructor's expenses for Children's Arts Camps, and $1,000.00 to cover <br />entertainment expenses in a Special Events Series at Frank Liske Park. <br /> Mr. Michael M. Ruffin, County Manager, reviewed the correspondence dated <br />November 11, 1988 from Mr. Leonard B. Sossamon, Concord City Manager, relative <br />to the financial settlement of the Rocky River project. It was noted that Mr. <br />Sossamon had indicated in his letter that the City had agreed to a settlement <br />of $232,107.00 and was unwilling to compromise regarding the County's request <br />for some distribution of interest earnings of the Rocky River Fund. The <br />compromise settlement of $232,107.00 as specified in Mr. Sossamon's letter was <br />as follows: <br /> <br />Balance due City of Concord on Rocky River project <br />Less: A portion of Disallowed costs <br />Less: Bank note interest expense <br />Less: Additional sales tax refunds <br />Acceptable balance due City of Concord <br /> <br />$413,098.00 <br /> <br />$130,688.00 <br />$ 6,177.00 <br />$ 44,126.00 <br />$232,107.00 <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized the payment of $232,107.00 to the City <br />of Concord as final settlement for the Rocky River Wastewater Treatment project. <br />The payment will be made upon the execution of a Release by the City of Concord. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board reappointed Messrs. Dennis Abraham, Harold <br />Holbrook, and Ralph Austin to the Cabarrus Utilities Board for a three-year term <br />ending May 1, 1992. The reappointments of Messrs. Holbrook and Austin were <br />subject to the approval of the governing boards of the City of Kannapolis and <br />the Town of Mt. Pleasant, respectively. <br /> Mr. Alvin M. Stanford, Agriculture Extension Chairman, invited the Board <br />members to the Agriculture Extension Center on May 8 to participate in the <br />events commemorating the celebration of the 75th anniversary of the North <br />Carolina Agriculture Extension Service. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized the Chairman to sign the following <br />County Resolution. <br /> COUNTY RESOLUTION <br /> <br /> Whereas the Smith-Lever Act of May 8, 1913 has fostered the <br />development of a system of State Agricultural Extension Services in <br />partnership with our Nation's land-grant universities and the county <br />governments for disseminating and encouraging the application of <br />research-generated knowledge and leadership techniques to solve <br />problems of individuals, families, and communities; <br /> <br /> Whereas the North Carolina Agricultural Extension Service, as <br />part of the national extension system, has contributed greatly in <br />assisting families and individuals with the efficient production of <br />a reliable supply of food and fiber for consumers, with the <br />improvement of the quality of life, with the development of <br />leadership and community service, and with the achievement and <br />accomplishments of young people through 4-H; <br /> <br /> Whereas the relationship existing between the Federal, State, <br />and County Extension Services has provided for citizen input to <br />research and educational programs of the land-grant universities of <br />our state for three quarters of a century; and <br /> <br /> Whereas the citizens of Cabarrus County have benefitted and <br />continued to benefit form North Carolina Agricultural Extension <br />Service programs: Now, therefore, be it <br /> <br /> Resolved by the Cabarrus County Board of Commissioners that <br />the seventy-fifth anniversary of the Smith-Lever Act and the North <br />Carolina Extension Service of which this County is a part should be <br />commemorated on May 8, 1989. <br /> <br /> <br />
