134 <br /> <br />Current Expense Regular Instructional Programs for the Cabarrus <br />County Schools or the Kannapolis City Schools, respectively shall be <br />used for any other purposes. (Regular Instructional Programs is <br />defined as that category of expenditures which appear in the Uniform <br />Budget Format prescribed by North Carolina General Statute 115C-426.) <br />Further, pursuant to North Carolina General Statute 115C-433(b)(ii), <br />the Boards of Education must obtain approval from the Board of County <br />Commissioners for any increases or decreases to said appropriations <br />of ten percent (10%) or more. <br /> <br /> The motion by Commissioner Simmons and seconded by Commissioner Melvin to <br />amend the 1989-1990 Cabarrus County Budget Ordinance and to approve it as <br />originally presented by the County Manager with the inclusion of the restriction <br />on the Schools-Current Expense-Regular Instructional Program appropriation and <br />Section 6(A) failed with Commissioners Simmons and Melvin voting for and <br />Commissioner Hamby and Moss and Chairman Lentz voting against. <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 5:10 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
