176 The Board reviewed the following recommendation by the Cabarrus Utilities Board relative to the establishment and make-up of a Regional Water and Sewer Authority. That a Water and Sewer Authority be established under Chapter 162A of the General Statutes of North Carolina, the function of which would be, at least, to provide sewage treatment for the organizing units by undertaking the maintenance of appropriate outfalls and the operation of the Rocky River Wastetreatment Facility, together with such additional wholesale functions as the organizing governmental units may designate. That such an authority be governed by a seven (7) member board composed of one (1) member named by the governing board of each municipality (Concord, Harrisburg, Kannapolis and Mt. Pleasant), one (1) member named by the County, and two (2) additional members selected by the five (5) organizing unit appointees. UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and unanimously carried, the Board voted to ask the County's consulting engineer to review the proposal by the Cabarrus Utilities Board relative to the formation of a Water and Sewer Authority and to give the Board a report on how each option would impact the County's system. UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unanimously carried, the Board declined to declare the tire cutter as surplus property and agreed that the equipment should be retained until the tire situation is resolved. UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and unanimously carried, the Board adopted the following Income Eligibility Guidelines for the Women, Infants and Children (W.I.C.), Child Health, and Maternal Health Programs at the Cabarrus County Health Department.
