178

UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and
unanimously carried, the Board approved the following amendment to the general
consulting services agreement between Cabarrus County and Camp Dresser & McKee
and authorized Chairman Lentz to execute the amendment on behalf of Cabarrus
County.

July 10,1989
Dr. William F. Pilkington
Health Director
Cabarrus County Health Department
715 Cabarrus Avenue West
Concord, North Carolina 28025

Cabarrus County
General Consulting Services

Dear Dr. Pilkington:
Per our conversation yesterday, I have prepared this amendment to our general
consulting services agreement to allow us to invoice you for costs associated
with our presentation to the Board of Commissioners and additional services
related to the construction of the second sedimentation basin. The extra
services for the basin relate to our assistance with determining the amount of
soil excavated and filled by the contractor. The extra costs we have incurred
for these services is $3,200.

The general consulting agreement was made an amendment to Task Order No. 3 which
was authorized and made part of our original Agreement on July 8, 1986 (CDM
letter dated June 4, 1986). The Duties of Owner, Method of Payment, and Related
Services would be the same as in Task No. 3. I would appreciate an authorizing
signature in the space provided below which will indicate the County's
concurrence with the above. Please return two copies of this document to me.

We would like to thank you for this opportunity to continue to serve Cabarrus
County.

Very truly yours,
CAMP DRESSER & McKee
/s/ John L. Roberts, P.E.
John L. Roberts, P.E.
Senior Vice President

/s/ James W. Commissioner Simmons, member of the Health Board, indicated that
it was difficult for him to attend the Health Board meetings as he was often out
of town on Thursday evenings.
Commissioner Hamby reviewed the Carolina Counties Coalition Transportation
Task Force Report and Policy Statement. He noted that the Task Force has
recommended the formation of a new organization, Carolina Transportation Compact,
to assist in regional transportation planning. The Board received the report
as information only and took no action.
Chairman Lentz recessed the meeting at 7:50 P.M. until the conclusion of
the meeting of the Board of Commissioners for the Water and Sewer District.
Chairman Lentz reconvened the meeting at 7:55 P.M.
Chairman Lentz reminded the Board of the work session with the Planning
Board on Wednesday, August 16, 1989, at 7:00 P.M. The regulation will become effective October
1, 1989.
