227 Chairman Lentz reconvened the meeting in the Commissioners' Meeting Room at 9:10 P.M. Motion made by Commissioner Simmons and seconded by Commissioner Hamby to amend the minutes of October 16, 1989 to include "and the Board of Commissioners" in the motion concerning the reinstatement of the deferred automatic pay increases was withdrawn after discussion. UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and unanimously carried, the minutes of October 16, 1989 were approved as written. NEW BUSINESS CONSENT Item 7 relative to the issuance of bonds by the Industrial Facilities Financing Authority for Oiles America Corporation was removed from the New Business Consent agenda. UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unanimously carried, the Board approved the request by Mr. Bill Ross, Register of Deeds, to dispose of the following records at the County Landfill after January 1, 1990 in accordance with the Records Retention and Disposition Schedule of the Division of Archives and History. DELAYED BIRTH WORKSHEETS & APPLICATIONS All worksheets and applications prior to January 1987. FINANCIAL DAY SHEETS - Daily financial reports from 1975 thru 1987. UCC's - Index pages already purged 1973 thru 1982. JURY LIST COPIES AND CARDS Everything prior to January 1987. MARRIAGES Health forms prior to January 1989 and GREEN copies of marriage licenses prior to 1984. Green copies are merely a part of a suspense file system maintained by us to assure that all issued licenses are properly processed. UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unanimously carried, the Board adopted the following Resolution for the Centralina Council of Governments to receive State funds. RESOLUTION BY CABARRUS COUNTY BOARD OF COMMISSIONERS WHEREAS, in North Carolina the Lead Regional Organizations, as voluntary organizations serving municipal and county governments, have established productive working relationships with the cities and counties across this state; and WHEREAS, many counties and cities need assistance in pursuing economic and community development opportunities, but federal assistance in the form of intergovernmental revenues has been severely curtailed in recent years; and WHEREAS, the 1989 General Assembly recognized this need through the appropriation of $990,000 to help the Lead Regional Organizations assist local governments with grant applications, economic development, community development, and to support local industrial development activities and other activities as deemed appropriate by their local governments; and WHEREAS, these funds are not intended to be used for payment of member dues or assessments to a Lead Regional Organization or to supplant funds appropriated by the member governments; and WHEREAS, in the event that a request is not made by the County of Cabarrus for release of these funds to our regional Council, the available funds will revert to the state's General Fund; and WHEREAS, in Region F funds in the amount of $55,000 will be used to/for preparation of CDBG applications, strategic planning programs, SBA 504 program, regional data book, and other economic development activities that may deem appropriate; NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board of Commissioners requests the release of its share of these funds, $5,530.71 to the Centralina Council of Governments at the earliest possible time in accordance with the provisions of Chapter 500 of the 1989 Session Laws (SB 43).
