Planning and Zoning Commission Minutes <br /> <br />The Chair introduced the first item on the Agenda, Conditional Use Permit 188(C). <br /> <br />le <br /> <br />Applicant: Mr. Michael W. Long <br />Request: . Conditional.Use Permit 188(C) <br /> <br />This was a request to the Cabarrus County Planning and Zoning Commission <br />from Mr. Michael W. Long, 2101 Nellie Beaver Road, Concord, N.C. 28025, <br />for a conditional use permit, to be permitted to install an Elderly Housing Unit <br />on his property. <br /> <br />The Chair opened the public hearing on Conditional Use Permit 188 (C) asking that any person <br />who would like to offer evidence to the board either in favor or in opposition to this conditional <br />use permit, to please come forward and be sworn. The Chair then swore in Mr. Joseph Untz, <br />Zoning Inspector, Mr. Michael W. Long, Petitioner, and Ms. Karen Long, Petitioner. <br /> <br />Mr. joSeph Untz, Zoning Inspector, presented the conditional use application and <br />the staff report to the Board. He also submitted as evidence to the board <br />pictures of the mobile home and a video tape of the property. <br /> <br />Mr. Michael W. Long, Petitioner, addressed the Board stating he and his wife are <br />just here to answer any questions the board may have. Ms. Long stated that they <br />had written in the letter the reasons why they are asking for this conditional use <br />permit. <br /> <br />Mr. Amos asked if they were aware that the ordinance requires a ECHO unit to <br />be located in the back of the home. <br /> <br />Ms. Long said when the Health Department came to perk their property, the Only <br />place that would perk was in front of the home. <br /> <br />The Chair said she would like to point out for the benefit of the board the health <br />departments letter from David Troutman, does make note in the second paragraph <br />that the soil conditions .on the side are very limited for any type of ground <br />absorption system and the only way a conventional septic system could work will <br />be to locate the home there. <br /> <br />Finding of Facts' <br /> <br />The Chair said that there are a number of pieces of evidence that have been <br />entered into the record. <br /> <br /> <br />
