Planning and Zoning Commission Minutes
January 16, 1992

Paqe 4

Director's Report

Mr. Newton presented the Commission with zoning
inspections and building inspections for the month of
December and in addition the year in summary of the
Building Inspection division of the department. Mr.
Newton stated he has been working with the Building
Inspection Division and has received this type of
information for the past 10 years and we hope to give you
more information somewhat like to what you received in
the mail on the County data book.

Mr. Newton stated that most of the Commission is familiar
with the GIS work that is being done with the City of
Concord. With the Commission's permission the staff
would like to have a presentation made by the UNCC
Geography Department with one of their professors and
some of the students to bring the Board up to date as to
what is going on in the GIS project. He then clarified
that we are using this program (Geographic Information
System) as a way to take maps and data and coordinate
them so that you can draw conclusions and draw new maps
based on those maps that are' already in layers. We are
using that with Concord in looking at developing a future
land use plan particularly for western Cabarrus, township
2 area. Mr. Newton stated it would be good if the
presentation could be presented at the February 20, 1992
meeting.

The Board agreed.

Mr. Amos asked Mr. Newton to explain the nature of the
four mobile home parks that were found to have violations
requiring follow-up in the zoning inspection report.

Mr. Newton stated that most of the mobile home parks as
they were approved included paving requirements that had
not been meet, in their ditching requirements, culverts
that have been put in, since have been broken and have
not been repaired. We have found some lots that are
littered with trash and are required to be cleaned up.
We have one mobile home park, if not two, that does not
have a bulb turnaround that was on the plan. We also
have some off street parking that was not completed as
required. We found that the mobile home property or
owners of those parks are generally cooperative.

Mr. Amos asked how many mobile home parks are there in
the county.
