Planning and Zoning Commission Minutes
March 19, 1992

Page 29
·

Mr. Newton said the other interesting point of this is that should
it be approved, which would allow other uses to occur by right,
(instead coming in front of the board as. a conditional use), they
would then loose that protection on the noise and they would have
to comply with the noise ordinance. So an approval of the rezoning
would now force them to comply with noise regulations, and probably
the most important, the noise ordinance itself has to be amended.

Mr. Amos said if the board feels the need to accelerate this noise
amendment, we do have the ordinance committee that is meeting on a
regular basis and he feels that if they had had some time to.review
this as a subset of this group, that perhaps the board could have
handled some of these discussion items and perhaps come up with a
proposal that would save some time in the public area. Mr. Amos
said he proposes if there are further things that comes up and the
board feels they need to take expeditious pending on it, we could
perhaps use the zoning ordinance participants as sort of an initial
sounding board to get some initial reactions to that. It would be
highly desirable if it could be mailed out and give everyone at
least a couple of days to look at it.

Mr. Smith said if had he known this information prior to the last
meeting when this whole issue came up, he would have voted
completely differently.

Mr. Newton stated the second item he handed out is the Planning and
Zoning Commission Rules and Procedures for the board's review and
input. Members on that committee are Mr. Olio-Mills, and Mr.
Amos. If anyone had concerns they were to present them to either
of the members to Mr. Newton.

There being no further business, the meeting was adjourned at 10:30
p.m.

SUB~I~ED BY:

.......
