MINUTES -3- November 14, 1995 <br />The Watershed Improvement Commission met on November 7 and worked <br />on a plan to request release of PY96 funds in three phases. Phase <br />1 would include signs and aids for educational and information <br />initiatives. Phase 2 would include funds for addressing erosion <br />and sedimentation and riparian buffer management. A team made of <br />conservation partners plans to survey streams and watersheds <br />during the first week of January to identify needs so that the <br />Watershed Improvement Commission can set priorities. <br />Matt and Dennis reported on stream problems they have investigated <br />in response to landowner requests. Pictures were taken in the <br />areas. Board members were asked to let staff know about <br />opportunities for stream restoration. <br />7. Johnny Foil mentioned that the Fish and Wildlife Commission came <br />to look for mussels. <br />8. OLD BUSINESS <br />8.1 0200 regulations - certification must be done by 1997. A <br />plan is being formulated to contact each farmer. A letter <br />will be sent to the 16 people on list along with an animal <br />waste survey sheet. A copy of the letter and survey were <br />given to board members for their review. <br />MOTION: THAT THE LETTER RELATIVE TO 0200 REGULATIONS BE APPROVED. <br />M /MORRISION, S /HARKEY, C. <br />MOTION: THAT PROCEDURES FOR CONTACTING FARMERS MENTIONED ABOVE BE <br />APPROVED. NEW BUSINESS <br />An article in the "Charlotte Observer" titled "Scent of Change" <br />was mentioned and an Alert Bulletin from NACD concerning a bill in <br />Congress to put NRCS in the Farm Services Agency was reviewed. <br />NACD is asking supervisors to take action by contacting their <br />representatives. <br />Matt discussed the need for a new Long Range Plan for Cabarrus and <br />then showed the video "Partnership for Watersheds ." A discussion <br />followed on where we wanted to go in the next five years and what <br />we wanted to include in this long range plan. <br />Meeting adjourned at 9:30 p.m. <br />FRANK HERRIN, CHAIRMAN JOHN A.
