(5 -D) December Board Meeting Conflict <br />It was determined no change is needed in the December Board <br />meeting date. The meeting will be Tuesday, December 2, 2008 in <br />Conference Room A at the Governmental Center. <br />(6) Information /Reports <br />(6 -A) Chairman /NC Association of Soil & Water Conservation Districts <br />( NCASWCD) Executive Committee /NC Soil & Water Conservation Commission/ <br />Cabarrus County Agricultural Advisory Board / Cabarrus Agribusiness <br />Council <br />(6 -B) NCASWCD Community Conservation Committee <br />Nothing to report. <br />(6 -C) NCASWCD Legislative Committee <br />(7) Consent Agenda <br />UPON MOTION of Louis Suther, seconded by Jeff Goforth and <br />unanimously carried, the Board approved the following: <br />(7 -A) Reports submitted by Daniel McClellan and Dennis Testerman <br />Dennis Testerman stated at their August work session, the Board <br />of Commissioners authorized the county manager to grant the District's <br />request for a conservation easement on the 100 -year floodplain on the <br />Cox Mill Elementary School campus. The proposed property boundary <br />survey plats have been prepared for the school property, as well as <br />the District property on Clarke Creek. <br />Daniel McClellan stated the District has received $52,303.00 for <br />the Drought Assistance Program with the 1 8t and 2nd allocation. The <br />August allocation received was $13,151.00 to be used for pasture <br />renovation only. The District also received $9,352.00 in Drought <br />Earmark money. <br />Mr. McClellan also stated it is recommended that the District <br />Board set the cap for well pumps to 750 of $2,000.00 for the drought <br />response program. The first contracts for the drought program were <br />written using this amount because of an error on the Divisions cost <br />listing. Most contracts are written to cover the cost for the pump and <br />well even at this lower rate. <br />UPON MOTION of Louis Suther, seconded by Jeff Goforth and <br />unanimously carried, the Board voted to set the cap for well pumps to <br />750 of $2,000.00 for the drought response program. <br />
