UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons with Chairman Lentz and Commissioners Simmons, Hamby, and Melvin voting for, the Board agreed to enter into a contract with Wolfe and Associates to conduct pre- employment drug testing for Cabarrus County and authorized Chairman Lentz to sign the contract on behalf of Cabarrus County. In accordance with the contract, Wolfe and Associates will provide the County with the following services at a cost of $53.00 per test. o o Contract with CompuChem Laboratory, a NIDA certified testing laboratory, for drug screening, both initial screening and Gas Chromatography/Mass Spectrometry confirmation screening. CompuChem will test for amphetamines, marijuana, cocaine, opiates and PCP. Collection of specimens for drug testing, following Department of Transportation regulations and using proper chain-of-custody procedures. Overnight delivery of specimens to CompuChem Laboratory. Medical Review Officer (MRO) services through Duke University Medical Center. The MRO will review all drug testing results, including laboratory determination,.applicant medical records or medical history, and applicant interview where necessary. Reporting of positive or negative results by facsimile transmission and U.S. Mail. Toll-free watts line to MRO for use by County, County employees and county applicants. Storage of results according to Federal guidelines. Ensure compliance with the Administrative Rules and Implementation Guide as adopted by the North Carolina Sheriffs' Education and Training Standards Commission. NEW BUSINESS CONSENT UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with Commissioners Hamby, Simmons, and Melvin and Chairman Lentz voting for, the Board granted permission to the Kannapolis Chamber of Commerce for a fireworks display at 9:30 P.M. on May 12, 1990 in the parking lot adjacent to Village Park in Kannapolis.
