32 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board appointed Ms. Judy C. Crttz to the Domiciliary <br />Home Community Advisory Committee to fill a vacancy created by the rest§nation <br />of Mr. Frederick Bost. Ms. Critz's term of appointment will end on December 21, <br />1991. In addition, Ms. Kay Scott's name was removed from membership of the <br />committee as she is unable to serve at this time. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board appointed Mr. James Gillespie, Ms. Patty A. <br />Propst and Mr. Fred E. Greene to the Nursin§ Home Community Advisory Committee <br />for one-year terms endin§ December 31, 1991. <br /> · Mr. Aubrey Attkisson, Emer§ency Medical Services (EMS) Director, requested <br />permission to apply for a 50 percent matchtn§ funds §rant provided throu§h the <br />re§tonal council of §overnments from the North Carolina Office of Emer§ency <br />Medical Services. He stated the §rant application would be used to purchase <br />alert pa§ers and eliminate the three tin§ down telephone lines which are <br />currently in place at a cost of $191.49 per month. The cost of the new <br />equipment would be as follows: <br /> <br />Cost per Pager <br />Number of Pagers needed <br />Total Cost <br /> <br />$ 500.00 <br />15 <br />$7,5OO.OO <br /> <br />COG MATCH GRANT (50~) <br />Final Cost to County <br /> <br />$3,750.00 <br />$3,75O.OO <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board authorized Mr. Aubrey Attkisson, EMS <br />Director, to submit an application for a 50 percent matching funds grant <br />provided through the Centralina Council of Governments from the North Carolina <br />Office of Emergency Medical Services. The grant will provide funds for the <br />purchase of alert pagers and the County's local matching share will be <br />$3,750.00. <br /> At 7:00 P.M., Chairman Simmons stated that this was the day and hour <br />scheduled for a public hearing on the Capital Improvement Program (CIP) requests <br />and asked if anyone were present who wished to speak regarding the proposed <br />projects. The proposed projects had been presented to the Board during the <br />months of December and January and included in a County Affairs Bulletin <br />published in the January 23, 1991 edition of The Edge. <br /> Mr. John Benbow of the Cabarrus Pediatrics Clinic spoke on behalf of the <br />Parks and Recreation CIP requests. He urged the Board to proceed with the <br />acquisition of land that is needed for future parks and asked that the Board <br />look at a survey of the county for its natural heritage. <br /> Mr. Jim Martin, President of the Midland Community Association, stated in <br />his opinion the land for the proposed Midland Community Park should be purchased <br />at this time. He indicated that land costs in that area of the county would <br />greatly increase in the future. <br /> There was no one else present to speak regarding the proposed CIP requests <br />and Chairman Simmons closed the public hearing. <br /> Mr. Gerald A. Newton, Planning and Zoning Director, presented an overview <br />of the Public Affairs Bulletin and the two accompanying surveys regarding the <br />Capital Improvement Program and the Airport. He noted that there were <br />limitations on the data received and urged the Board not to overanalyze the data <br />compiled from survey results. Mr. Newton reported that the bulletin and surveys <br />were sent to 42,517 household and business addresses through the Concord and <br />Kannapolis edition of The Edge on January 23, 1991. According to Mr. Newton, <br />the Bulletin and accompanying questionnaires proportedly reached 85.76 percent <br />of the County's households and businesses. <br /> Mr. Jonathan Marshall, Planner, reviewed the survey results which were <br />divided into three general categories: (1) an assessment of who responded; (2) <br />the capital improvement projects; and (3) an analysis of the airport survey <br />results. There were 869 responses to the CIP questionnaire, with a new <br />communications console for the Sheriff's Department listed as the top preference <br />followed by the Sanitary Landfill liner and facilities for the schools and <br />emergency services. He noted that a majority of those responding indicated they <br />would support a bond referendum to fund the projects but would not support an <br />increase in taxes.
