Grant <br /> <br />18,000.00 48,105.00 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board deferred consideration of Agenda Item 12, <br />Cabarrus County Airport Construction Fund Capital Project Ordinance Amendment, <br />upon advice of legal counsel. <br /> Agenda Item 2, Contract Change Order No. 1 for the Walker Road/Mt. <br />Pleasant High School Water Project, Divisions A and B, was removed from the <br />agenda for the Board of County Commissioners and placed on the agenda for the <br />Water and Sewer District Commissioners. <br /> At 7:30 P.M., Chairman Simmons stated that this was the date and time <br />scheduled for a public hearing to consider the adoption of an ordinance to <br />impose a monthly 911 charge upon telephone subscribers in Cabarrus County for <br />the implementation of the Enhanced 911 (E-911) Emergency Telephone System. He <br />asked if anyone were present who wished to speak for or against the <br />implementation of the E-911 telephone system or the adoption of the ordinance <br />imposing a telephone subscriber fee to pay for the service. <br /> Chief Robert Cansler of the Concord Police Department presented a <br />resolution adopted by the Concord Board of Aldermen in support of the E-911 <br />Emergency Telephone System and the imposition of the telephone subscriber fee. <br /> Reverend Perry Miller of the Rocky Ridge United Methodist Church spoke in <br />support of the E-911 service and addressed the importance of such a system to <br />the elderly and the children in the county. <br /> Ms. Debbie Bost of the Rimertown/Rockwell area, which is served by the <br />Alltel Telephone Company, complained of long distance charges to call schools, <br />doctors, etc. located in Cabarrus County. She questioned the collection of her <br />monthly E-911 subscriber fee from Alltel. In response to her questions, Mr. <br />Alan Goodman of the Concord Telephone Company advised Ms. Bost that she would <br />not be billed for the 911 service as she had previously paid for the service in <br />Rowan County. <br /> Sheriff Robert Canaday spoke in support of the E-911 Telephone Service. <br />He noted that the subscriber fee would be 26 cents per month for the first year <br />to pay for non-recurring costs and would increase to a fee of 40 cents per month <br />on July 1, 1992. <br /> There was no one else present to speak regarding the proposed E-911 <br />telephone service, and Chairman Simmons closed the public hearing. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Ordinance. <br /> <br />AN ORDINANCE TO IMPOSE A MONTHLY 911 CHARGE <br /> IN CABARRUS COUNTY <br /> <br />WHEREAS, pursuant to Chapter 62-A, Section 4, of the General <br />Statutes of North Carolina, a local government is authorized to <br />impose a monthly 911 charge to telephone subscribers whose exchange <br />access lines are in the area served by the 911 system. <br /> <br />THEREFORE, BE IT ORDAINED by the Board of County Commissioners of <br />Cabarrus County: <br /> <br /> <br />
