Simmons, Jr. <br />Chairman, Cabarrus County <br />Board of Commissioners <br /> <br />EXPENDITURE OF 911 SUBSCRIBER FEES <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />Administration: Fees, less the one percent collection fee <br />permitted by law, collected on behalf of Cabarrus County will <br />be remitted by the service provider to the Cabarrus County <br />Finance Officer within ten (10) days after the last day of the <br />month. The Finance Officer shall coordinate all receipts and <br />disbursements in accordance with the statutes of the Public <br />Safety Telephone Act of July 6, 1989. <br />Authority: G.S. 62A-6 <br />Emergency Telephone System Fund: The fiscal officer to whom <br />911 charges are remitted under G.S. 62A-6 shall deposit the <br />charges in a separate, restricted fund. The Fund shall be <br />known as the Emergency Telephone System Fund. The fiscal <br />officer may invest money in the Fund in the same manner that <br />other money of the local government may be invested. The <br />fiscal officer shall deposit any income earned from such an <br />investment in the Emergency Telephone System Fund. <br />Authority: G.S. 62A-7 <br />Payments From Fund: Money from the Fund shall be used only <br />to pay for: <br /> <br />(a) The lease, purchase, or maintenance of emergency <br /> telephone equipment, including necessary computer <br /> hardware, software and database provisioning, <br /> addressing, and non-recurring costs to establish a 911 <br /> system. <br />(b) The rates associated with the service supplier's 911 <br /> service and other service supplier recurring charges. <br />Authority: G.S. 62A-8 <br />Ail receipts of funds, expenditures of funds, and management <br />by Cabarrus County of the 911 System shall be handled in <br />accordance with North Carolina General Statute 62A "Public <br />Safety Telephone Act" of 1989 and the legally adopted <br />ordinance for Cabarrus County with Respect to the 911 system <br />in Cabarrus County. <br />Authority: G.S. 62A-4 <br /> <br />UNFINISHED BUSINESS <br /> <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the complex <br />legal description for the proposed Midland Water and Sewer District had not been <br />completed in time to meet the public notice requirements for the scheduled March <br />4, 1991 public hearing. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board cancelled the public hearing scheduled for March <br />4, 1991, relative to the proposed Midland water and sewer district and set a <br />public hearing for 7:00 P.M. on Monday, April 1, 1991, regarding the proposed <br />district. <br /> The Board reviewed the "Suggested Rules of Procedures for Boards of <br />Commissioners" and discussed those items for which Board members had requested <br />clarification or recommended changes. Some of the suggested changes included <br />the following: (1) Deleting the $10.00 annual fee for notification of meetings; <br />(2) Scheduling a deadline for agenda items and delivery to Board members; (3) <br /> <br /> <br />
