281 <br /> <br />on Tuesday evening in Hickory regarding the proposed new watershed <br />classifications by the State. The Board briefly discussed the importance of <br />protecting the watersheds in order to maintain adequate supplies of fresh <br />drinking water. <br /> Mr. Jonathan Marshall, member of the Cabarrus County Planning staff, <br />reviewed the proposed Harrisburg Area Land Use Plan which included the study area <br />largely defined by the Township One boundaries. The boundaries of the area were <br />as follows: the line between Cabarrus and Mecklenburg Counties to the west and <br />south; Mallard Creek, Rocky River, the Township line, and Highway 49 at its <br />intersection with U.S. 601 to the north; and a line formed by U.S. 601 and Flowes <br />Store Road to the county line to the east. Mr. Marshall discussed concerns <br />relative to the rural preservation of the area, cluster housing, and the <br />availability of public utilities. <br /> Chairman Simmons opened the public hearing at 7:08 P.M. for the proposed <br />Harrisburg Area Land Use Plan. <br /> Mr. Donald Hill, who owns property adjoining Pine Grove Church Road and <br />Lower Rocky River Road, questioned the effect of the adoption of the Land Use <br />Plan on the priority rating for the Reedy Creek Interceptor funding. He <br />expressed concern that it would decrease the priority for the interceptor. Board <br />members indicated that the adoption of the proposed plan should have no effect <br />on the Reedy Creek Interceptor priority rating. <br /> There was no one else present who wished to speak regarding the proposed <br />Plan, and Chairman Simmons closed the public hearing at 7:16 P.M. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne with <br />Chairman Simmons and Commissioners Payne and Hamby voting for, the Board deferred <br />the adoption of the proposed Harrisburg Area Land Use Plan until the next regular <br />meeting of the Board. <br /> Mr. Paul Watson of HDR Engineering of North Carolina, Inc., presented a <br />brief overview of the proposed amendment to the current contract between Cabarrus <br />County and HDR Engineering for engineering services for Coddle Creek Reservoir. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne and Hamby and Chairman Simmons voting for, the Board approved <br />the following Amendment to the Agreement between Cabarrus County and HDR <br />Engineering, Inc. and authorized Chairman Simmons to execute the amendment on <br />behalf of Cabarrus County. <br /> <br /> AMENDMENT TO <br /> AGREEMENT BETWEEN CABARRUS COUNTY <br /> and <br />HDR ENGINEERING, INC. OF NORTH CAROLINA <br />(formerly HDR Infrastructure, Inc. of North Carolina) <br />for <br /> PROFESSIONAL ENGINEERING SERVICES <br /> for <br /> CODDLE CREEK RESERVOIR <br /> (September 8, 1987) <br /> <br /> THIS AMENDMENT to an AGREEMENT dated September 8, 1987, is made this 19th <br />day of August, 1991, between Cabarrus County, North Carolina ("OWNER"), with <br />principal offices at 77 Union Street, Concord, North Carolina 28025, and HDR <br />Engineering, Inc. of North Carolina ("ENGINEER"), a North Carolina corporation, <br />with principal offices at 128 South Tryon Street, Charlotte, North Carolina, <br />28202, for services in connection with the project known as Coddle Creek Dam and <br />Reservoir. <br /> <br />Add the following as paragraph 1.6 <br />SERVICES: <br /> <br />Mitigation Plan under Section 1 BASIC <br /> <br />1.6 Mitigation Plan <br />1.6.1. Pre-Construction Phase. This effort will include items which <br />should be accomplished before construction of the mitigation areas <br />begins, including design and bid document modification for littoral <br />shelf construction, coordination with Forest Service regarding <br />provision and installation of plant materials, coordination with the <br />Cabarrus County Mosquito Control and North Carolina Division of <br />Environmental Health regarding fish and mosquito monitoring, and <br />development of County documents regarding Preservation Lands. <br />1.6.1.1. Design Preparation of construction drawings of <br />mitigation areas beyond those which have already been done; planning <br />and coordination for planting mitigation areas, monitoring, etc. <br /> <br /> <br />
