<br /> Mr. Aubrey Attkisson, Emergency Medical Services Director, reviewed the
<br />bids and recommended three changes totalling $1,879.00 by Barrier Building
<br />Systems, Inc. to improve the quality of the dwelling: (1) Install a 5/8 inch
<br />sub-floor; (2) Install load bearing wall instead of support post; and (3)
<br />Install stove vent through the roof instead of kitchen wall. Also, Mr.
<br />Attkisson reviewed the following estimated costs for the remaining portions of
<br />the project: (1) Grading - $5,000.00; (2) Water and sewer lines - $5,625.00; (3)
<br />Landscaping - $5,000.00; and (4) Fencing $2,000.00. He estimated the total
<br />cost for the project, including dwelling, grading, landscaping, and garage, at
<br />$175,000.00 or less. In conclusion, Mr. Attkisson informed the Board that bid
<br />proposals for the garage addition will be received within the next several
<br />weeks.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and
<br />unanimously carried, the Board awarded the contract for the Ambulance Service
<br />Dwelling to the low bidder, Barrier Building Systems, Inc., in the amount of
<br />$88,255.00 for the on-site built home.
<br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and
<br />unanimously carried, the Board took the following action: (1) Authorized up to
<br />$5,000.00 as the negotiated cost for the grading work; (2) Authorized the
<br />negotiation of cost for such work as the water and sewer lines, landscaping, and
<br />fencing; and (3) Directed that an appropriate budget be prepared for the project
<br />and a budget amendment brought to the Board at its next meeting.
<br /> Commissioner Carpenter reviewed the recently enacted American with
<br />Disabilities Act (ADA) which will require the County to make all its facilities
<br />accessible to the disabled. She recommended that the following department heads
<br />be appointed to a committee with directions to bring a plan back to the Board
<br />by January 26, 1992, in order to include the costs in the Fiscal Year 1992-93
<br />budget: Steve Little, John Page, Ben Mabrey, and Gerald A. Newton.
<br /> The Board by consensus instructed Mr. John Witherspoon, County Manager,
<br />to coordinate the preparation of a plan to bring the County into compliance with
<br />the American with Disabilities Act and to bring the proposed plan back to the
<br />Board.
<br /> At 7:00 P.M., Chairman Simmons stated that this was the date and time for
<br />a public hearing for a proposed Zoning Text amen~.~ent. Mr. Gerald Newton,
<br />Planning and Zoning Director, and Mr. Mike Downs, Zoning Administrator, reviewed
<br />the proposed amendment to the Zoning Text.

<br />TEXT AMENDMENT
<br />
<br />Petition 91-04(t) - To delete Sections 1.9, 4.7 and 4.8 of the Cabarrus
<br />County Zoning Ordinance. The Cabarrus County Planning and Zoning
<br />Commission voted unanimously to approve the amendment.
<br />
<br /> Chairman Simmons opened the public hearing for Petition 91-04(t) at 7:07
<br />P.M. and asked if anyone wished to speak regarding the proposed amendment.
<br />There was no one present to speak concerning Petition 91-04(t), and Chairman
<br />Simmons closed the public hearing.
<br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and
<br />unanimously carried, the Board approved Petition 91-04(t) to amend the Zoning
<br />Text as follows.
<br />
<br />Delete Section 1.9 Minimum Lot Frontage for ARR, A-I, and A-2 zones
<br />to make the Cabarrus County Zoning Ordinance agree with the Cabarrus
<br />County Subdivision Regulations which will allow 25' Flag Lots.
<br />
<br />Delete Section 4.7 Exceptions Involving Minor Divisions of Property
<br />to make the Gabarrus County Zoning Ordinance agree with the Gabarrus
<br />County Subdivision Regulations which requires the use of flag lots
<br />or deeded right-of-ways.
