In order to determine the cost difference between the Proposed Line as originally planned by the Original Proposer and as upsized or upgraded at the request of the owner of the Existing Line, the Original Proposer shall bid the Proposed Line at its original size with the upgrade or upsize as an alternate. 6. Measurement of Flows or Discharges. (a) For water: Upon completion of interconnections to CABARRUSt lines in the service area, more particularly described in Paragraph 8(a) hereinafter, KANNAPOLIS shall supply to CABARRUS all treated water required by CABARRUS for CABARRUSt customers in the service area to a maximum of 1.5 million gallons of treated water per day, which amount shall not be accumulated. The amount or volume of such water usage shall be computed as the total sum of the actual meter readings of all gallons of treated water consumed by CABARRUS~ customers in the service area which have been connected to and use such treated water provided by KANNAPOLIS to CABARRUS. (b) For sewer: To quantify sewer discharges at points of connection to the other party~s system, if required by standard engineering practices, law, regulations or other contractual agreement, the owner of an Existing Line may require a party seeking connection to install, at its sole expense, a metering station at a location approved by both KANNAPOLIS and CABARRUS at or near the point of connection of the Proposed Line to the Existing Line. The metering station itself shall consist of metering equipment approved by both KANNAPOLIS and CABARRUS. After connection, the metering equipment shall be owned by, and shall be maintained by the party providing service from the point of connection; NOTWITHSTANDING the foregoing, it is the desire and intent of KANNAPOLIS and CABARRUS to minimize, if not eliminate, the necessity for or usage of such meters wherever practicable. 7. Connection Fees. Except for any pre-existing contracts or commitments of either KANNAPOLIS or CABARRUS which require reimbursement of a portion of such fees collected, neither KANNAPOLIS nor CABARRUS shall charge the other a fee for connection to a water or sewer line of the other. (Insofar as the parties are aware, the only such contracts or commitments existing at the time of execution of this Agreement are those attached hereto marked "Exhibit A" and incorporated herein by reference.) 8. Service Areas and Backflow Prevention: (a) Service areas for both CABARRUS and KANNAPOLIS are defined and described in "Exhibit B" attached hereto and incorporated herein by reference, i.e. the Service Areas for the existing water and/or sewer system in place at the time the agreement is executed shall remain in effect. For existing or new customers, neither KANNAPOLIS nor CABARRUS shall make individual residential, commercial, and/or industrial connections to the other system's water and/or sewer lines, without the express, written permission of the other. (b) New service areas are defined as those areas where service would be provided by either party with water and/or sewer lines not installed at the time the agreement is executed. Minimum connection requirements for extension of-service areas are as follows: 1. Water: (a) 6-inch or larger as required to provide fire protection as per state standards. (b) 2-inch minimum to serve dead-end connections, maximum length of line and number of customers must meet state standards for proximity to facilities providing fire protection. 2. Sewer: No gravity sewer collection line less than 8,inch diameter. Interceptors and force mains shall be sized to meet state standards.
