436 <br /> <br /> 5. The Grantee will have mechanisms in place to assure coordination in <br />the use of these funds among local agencies serving the homeless. <br /> 6. The Grantee agrees to include these funds in its single agency audit <br />conducted in accordance with the applicable federal circular, OMB Circular A- <br />128 or OMB Circular A-133. <br /> 7. Any changes in the obligations of any party under this agreement shall <br />be incorporated in written amendments to this agreement. Changes which will <br />increase or decrease the Grantee's compensation shall not be effective until <br />they have been approved by the Department head or his authorized agent. <br /> 8. The Grantee agrees to submit, a report to the Department of their <br />expenditure of funds under this agreement by March 11, 1992. The report must <br />include: <br /> (a) the number of homeless individuals and families provided <br /> emergency assistance, <br /> (b) a description of the emergency situations for which <br /> funds were used, <br /> (c) a description of the homeless served to include <br /> characteristics--e.g., mentally ill, single adults, drug <br /> abusers, families, children, and <br /> (d) the names of local agencies/groups/organizations <br /> involved in emergency assistance efforts. <br /> IN WITNESS WHEREOF, The Grantee and the Department through their <br />authorized officers have executed this agreement. <br /> <br />WITNESS: <br /> <br />North Carolina Department <br /> of Human Resources <br />Division of Economic Opportunity <br />Edith A. Carpenter <br />Signature of Grantee's Board <br />Chairman, President, V.P. <br />Title Chairman <br /> <br /> Commissioner Simmons distributed copies of a budget amendment allocating <br />the Airport Settlement funds to the school systems and questioned its approval <br />at the meeting on December 16, 1991. · County Attorney Hartsell advised that the <br />Board had adopted a resolution on December 16 stating the Board's intent to <br />allocate the $3.15 million to the two schools systems. However, he stated that <br />the Board had not approved a formal budget amendment at that time to allocate <br />those funds. <br /> There was lengthy discussion concerning the proposed allocation of funds <br />to the schools. Chairman Carpenter stated her support of the schools but called <br />for time to study other needs of the County in order to use the funds where they <br />are most needed. Commissioners Simmons and Barnhart spoke in support of the <br />allocation of the settlement money to the schools. <br /> The motion by Commissioner Simmons and seconded by Commissioner Barnhart <br />to add to the agenda a budget amendment allocating $2,542,050.00 to the County <br />Schools and $607,950.00 to the Kannapolis City Schools failed with Commissioners <br />Simmons and Barnhart voting for and Commissioners Payne and Hamby and Chairman <br />Carpenter voting against. <br /> Included as Item 3 of the agenda was a letter dated December 20, 1991, <br />from Mr. Leonard Sossamon, Concord City Manager, along with an "Amendment No. <br />1 to Settlement Agreement" between the City of Concord and Cabarrus County. In <br />his letter, Mr. Sossamon reported that the Board of Aldermen in a special <br />meeting on December 19th had unanimously approved the Settlement Agreement <br />subject to approval by the Board of Commissioners of Amendment No. 1. A copy <br />of the Settlement Agreement, which had been executed by the City officials, was <br />enclosed with the letter. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne and Hamby and Chairman Carpenter voting for and <br />Commissioners Barnhart and Simmons voting against, the Board approved Agenda <br />Item 3, Amendment No. 1 to the Settlement Agreement, between the City of Concord <br />and Cabarrus County as'follows. <br /> <br /> <br />
