153 <br /> <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED that the Finance <br />Director is hereby authorized to act on behalf of the County of <br />Cabarrus in filing an application with the North Carolina Local <br />Government Commission for approval of the Project and the proposed <br />financing contract and other actions not inconsistent with this <br />resolution. <br /> This resolution is effective upon its adoption this 20th day <br />of June, 1994. <br /> The motion to adopt this resolution was made by Commissioner <br />Casper, seconded by Commissioner Carpenter and passed by a vote of <br />5 to 0. <br /> <br />ATTEST: <br />/s/ Frankie F. Ba~nhart <br /> Chairperson <br /> <br />Authorize Chairman to Execute the Finalized Lease Agreements Upon Closing of the <br />Loan - Muddy Creek Wastewater Treatment Plant <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized Chairman Barnhart to execute the <br />finalized lease agreements upon the closing of the loan for the Muddy Creek <br />Wastewater Treatment Plant. <br /> <br />A~dition to Agenda - Property Acquisition <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board added to the agenda the acquisition of property <br />relative to the Muddy Creek Wastewater Treatment Plant. <br /> <br />Property Acquisition - Muddy Creek Wastewater Treatment Plant <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized the purchase of the following two <br />properties for the Muddy Creek Project: (1) Property owned by McCoy Feed and <br />Seed and Robert F. McCoy, consisting of four (4) rights-of-way, a total of <br />2,854.15 feet, for $6,000.00; (2) Property owned by Mr. Hubert Hinson, one (1) <br />right-of-way, 316.36 feet, and including the damages involving major tree loss, <br />for $800.00. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart convened the meeting of the Water and Sewer District in <br />conjunction with the meeting of the Board of County Commissioners. <br /> <br />Discussion of Appointments to the "Our Region Tomorrow Steering Committee" (2) <br /> <br /> Commissioner Casper nominated Mr. Sherrill Laney for appointment as the <br />public representative to the "Our Region Tomorrow Steering Committee" sponsored <br />by the Centralina Council of Governments. Chairman Barnhart nominated <br />Commissioner Fennel as the elected official to represent Cabarrus County on the <br />Steering Committee. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Barnhart and <br />unanimously carried, the Board moved to close nominations and to appoint Mr. <br />Sherrill Laney and Commissioner Fennel by acclamation as Cabarrus County's <br />representatives to the "Our Region Tomorrow Steering Committee." <br /> <br />Adoption of Fiscal Year 1995 Cabarrus County Budget <br /> <br /> Chairman Barnhart proposed a tax increase of four cents (4¢) for FY 1995. <br />He presented the following information and comments regarding the proposed tax <br />increase along with a Resolution to establish a plan of action for the Board. <br /> <br />BASE BUDGET INCLUDES' <br />Education - Increase in current expense <br />Education - Increase in capital <br />Coddle Creek Reservoir maintenance <br /> <br />$0.0082 <br />$0.0016 <br />$0.0092 <br /> <br /> <br />
