<br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and
<br />unanimously carried, the Board appointed Ms. Jean Brownlow as an alternate member
<br />to the Region F Aging Advisory Committee for a term of one year ending June 30,
<br />1995.

<br />
<br /> Commissioner Fennel spoke in support of the proposed Sports Complex, which
<br />he stated will provide the following benefits to Cabarrus County, Rowan County,
<br />and the City of Kannapolis: increase the quality of life opportunity, provide
<br />recreational opportunities, enhance economic development, increase tourism, and
<br />create an economic impact. The total project cost was estimated at $8 million
<br />to be funded as follows: $2,300,000 - Private Sector Fund Drive; $1,200,000
<br />Private Funds (Grants); $4,500,000 - Amount to Finance. Stating that no County
<br />property taxes would be needed to construct or operate the Sports Complex,
<br />Commissioner Fennel presented various charts relative to average attendance
<br />projections, team revenues and occupancy tax revenues. The proposal as presented
<br />by Commissioner Fennel was as follows.

<br />PROPOSAL TO CONSTRUCT A PROFESSIONAL CLASS "A"
<br />BASEBALL STADIUM, CONSTRUCT AN AMATEUR SPORTS
<br />COMPLEX, AND ESTABLISH A REGIONAL SPORTS
<br />COMMISSION

<br /> 1. Cabarrus County, Rowan County and the City of Kannapolis
<br />will participate in a joint partnership for the provision of
<br />building a Class "A" stadium located west of 1-85, north of Lane
<br />Street in Cabarrus County and south of Moose Road in Rowan County
<br />attracting a professional Class "A" baseball team to the two-county
<br />area, and constructing a regional sports complex for amateur
<br />competition events and the enhancement of Kannapolis recreation
<br />services.
<br /> 2. Cabarrus County, Rowan County and the City of Kannapolis
<br />will commit a sum of $1.5 million over a twenty (20) year period for
<br />the cost of constructing the stadium, amateur complex and related
<br />facilities.
<br /> 3. Cabarrus and Rowan counties' intent of this proposal is to
<br />ensure that property taxes are not used in the construction or
<br />future operations of the Sports Complex. If revenues, other than
<br />site taxes or occupancy taxes, are needed to fund operations or pay
<br />
