<br />WHEREAS,
<br />
<br /> the quality and abundance of American goods produced in
<br /> Cabarrus County, the State of North Carolina, and the
<br /> United States are a tribute to the productivity and
<br /> ability of American workers; and
<br />WHEREAS, Cabarrus County is the home of a number of major
<br /> manufacturing companies that produce a wide range of
<br /> quality products and services, including textiles,
<br /> cigarettes, plastics fabrication, hosiery, and infant's
<br /> wear; and
<br />WHEREAS, in addition to the large companies, there are countless
<br /> small businesses in Cabarrus County which provide a
<br /> basis for economic progress, and for the creation of
<br /> jobs and opportunities for the citizens of this
<br /> community; and
<br />WHEREAS, the purchase of American made goods and services is of
<br /> vital importance to the citizens of Cabarrus County, the
<br /> State of North Carolina, and the United States as it
<br /> serves to improve local economies and to help our fellow
<br /> citizens.
<br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board
<br />of Commissioners does hereby proclaim Labor Day, in perpetuity, as
<br />"Try American Day" in Cabarrus County and call upon the citizens of
<br />this county to honor the day through the purchase of American made
<br />goods and services.

<br />Appointments.- Library Board of Trustees (2)

<br /> The Board received the recommendation from the Library Board of Trustees
<br />for the reappotntment of Mr. Charles Thurston, Kannapolis representative, and Ms.
<br />Libby Morrison, Mt. Pleasant representative, to the Board of Trustees.
<br />
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and
<br />unanimously carried, the Board reappointed Mr. Charles Thurston, Kannapolis
<br />representative, and Ms. Libby Morrison, Mt. Pleasant representative, to the
<br />Library Board of Trustees for terms of three years ending July 31, 1997.

<br />Rescheduling of First Regular Meeting in September
<br />
<br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
<br />unanimously carried, the Board rescheduled the first regular meeting in September
<br />from 4:30 P.M. on Monday, September 5, (Labor Day) to 6:30 P.M. on Tuesday,
<br />September 6, with the meeting to be held at the Cross of Christ Lutheran Church
<br />Parish Hall located at 4500 Rimer Road, Concord.

<br />Water and Sewer District Meeting
<br />
<br /> Chairman Barnhart recessed the meeting at 4:35 P.M. until the conclusion
<br />of the Water and Sewer District meeting.
<br />
<br /> Chairman Barnhart reconvened the meeting of the Board of Commissioners at
<br />4:45 P.M.
<br />
<br />Addition to Agenda
<br />
<br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
<br />unanimously carried, the Board added to the agenda a request to hire an employee
<br />above job rate.
<br />
<br /> Mr. Witherspoon and Mr. Don Moorhead, Personnel Officer, reviewed the
<br />request to hire an applicant to fill the vacant HVAC (Heating/Ventilation/Air
<br />Conditioning) Technician III position at a starting salary of $31,618.49 (Salary
<br />Grade 66, Step 6, Level 1). The hiring rate for the salary grade is $24,774.50
<br />and job rate is $28,677.88. According to Mr. Moorhead, the limited response
