Niblock, Jr., Commissioner <br /> <br />Presentation of Certificate of Achievement for Excellence in Financial Reporting <br /> <br />to Ms. Pam Dubois, Assistant Finance Director <br /> <br /> Commissioner Fennel read the news release announcing that the Government <br />Finance Officers Association of the United States and Canada had awarded the <br />Certificate of Achievement of Excellence in Financial Reporting, the highest form <br />of recognition in the area of governmental accounting and financial reporting, <br />to Cabarrus County for its comprehensive annual financial report. Chairman <br />Barnhart presented that Association's Award of Financial Reporting Achievement <br />to Pamela S. Dubois, Assistant Finance Director, who had been designated as the <br />individual primarily responsible for the preparation of the financial report. <br /> <br /> Ms. Dubois expressed appreciation to the Finance Department staff for their <br />assistance in preparing the annual financial report. <br /> <br />Road Name Change (Unnamed Road to Aldridge Farm Road) <br />P.M. <br /> <br />Public Hearing - 7:00 <br /> <br /> At 7:00 P.M., Chairman Barnhart opened the public hearing regarding the <br />naming of Aldridge Farm Road and asked if anyone wished to speak either for or <br />against the proposed road name. There was no one present to address the Board, <br />and Chairman Barnhart closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the following road name change: Unnamed <br />Road to Aldridge Farm Road. <br /> <br />UNFINISHED BUSINESS <br /> <br />Frozen Funds in FY96 Budget for EMS Computer <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to "unfreeze" funds in the amount of <br />$2,400.00 for the purchase of a computer and printer for Emergency Medical <br />Services. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Adoption of Amendments to Chapter 58, Solid Waste Management, Cabarrus County <br />Code of Ordinances Second Reading <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board adopted on second reading the following amendments <br />to Chapter 58, Solid Waste Management, Cabarrus County Code of Ordinances. <br /> <br /> AMENDMENTS TO CHAPTER 58 <br /> SOLID WASTE MANAGEMENT <br />CABARRUS COUNTY CODE OF ORDINANCES <br /> <br /> BE IT ORDAINED by the Cabarrus County Board of Commissioners <br />that Section 58-37(a), Landfill Management, and Section 58-39(a), <br />Flow Control, of the Code of Ordinances, Cabarrus County, North <br />Carolina, are hereby amended to read as follows: <br /> <br /> <br />
