The waiver <br />requests were submitted in late September with an anticipated 30-day approval <br />period. <br /> <br /> The Board by consensus agreed for Mr. Cook to draft a letter to <br />representatives in Washington encouraging them to honor the department's waiver <br />requests. The letter will be signed by each member of the Board and will also be <br />offered for signature by the local house and senate representatives at the state <br />level. <br /> <br /> Mr. Hartsell commended Mr. Cook and the Social Services staff for their <br />work in developing the proposed workfare program and preparing the waiver <br />application. He reported that the proposed plan generated much excitement among <br />members of the North Carolina General Assembly. <br /> <br />Child Protective Services Policy <br /> <br /> Mr. Cook briefly discussed a recent letter in local newspapers regarding <br />a child protective services matter. He stated a change is needed in the State's <br />policy concerning protective services investigations. Staff is researching the <br />change and will provide additional information at a later date. <br /> <br />Stanley Works Community Development Block Grant <br />6pplication - Public Hearing - 7:00 P.M. <br /> <br />Economic Development <br /> <br /> Mr. Bob Stark, Consultant, stated that this was the second of two public <br />hearings for an Economic Development application by Cabarrus County to assist <br />Stanley Works to build a 625,000 square foot distribution center off Highway 73 <br />behind the Rowan-Cabarrus Community College campus. Stanley Works will transfer <br />210 employees from the existing facility in Mecklenburg County and hire an <br />additional 125 employees at the new site. Mr. Stark explained that Cabarrus <br />County is eligible for a $500,000.00 grant from the Commerce Finance Center to <br />assist with this project. Although the figures have not yet been finalized, Mr. <br />Stark advised that the money is to be spent off-site and will include the <br />following items: (1) Provide water from two directions to insure proper flow and <br />fire protection to the facility; (2) Provide sewer to the site; (3) Do street <br />work off-site; and (4) Provide a generator to be available for Stanley Works as <br />well as for any other need in that area. Mr. Stark stated the application should <br />be completed within the next several weeks for submission to the State. <br /> <br /> At 7:24 P.M., Chairman Barnhart stated that this was the date and time for <br />the second public hearing for the Stanley Works Economic Development Project. <br />He opened the public hearing and asked if anyone were present to speak regarding <br />the proposed project. There was no one present to address the Board. Therefore, <br />having given adequate time, Chairman Barnhart closed the public hearing. <br /> <br /> <br />
