519 <br /> <br />of the special tests and forward same to the County with a report interpreting <br />the results of the tests and recommending what actions should be taken by the <br />County. <br /> F. Consultants. The County'shall have the right to employ q~alified <br /> consultants and attorneys if necessary or desirable to assist in the <br /> administration of this, or any other section of this Ordinance or the <br /> Franchise at 'the expense of the County. <br /> G. General Maintenance. Grantee shall maintain wires, cables and <br />all other real and personal property and facilities constituting the Cable <br />Television System in good condition, order and repair at all times during the <br />term of the Franchise. <br /> H. Maintenance Log. Grantee shall maintain an annual log showing the <br />date, approximate time and duration, type and probable cause of all Cable <br />Television System outages, whole or partial, due to causes other than routine <br />testing or maintenance. This log shall be retained for one (1) additional <br />year and shall be subject to inspection and copying by the County or its <br />designee during the Grantee's regular business hours upon reasonable request. <br /> I. Radiation Monitoring. Radiation monitoring shall be conducted on <br />an ongoing basis, the result of said monitoring shall be made available to the <br />County upon request. <br />VIII. SERVICE PROVISIONS <br /> 8.1 SERVICES TO SUBSCRIBERS AND USERS. <br /> A. Programming. Concurrently with the activation of the Cable <br /> Television System in the County, the Grantee shall provide all services to <br /> subscribers as described herein and in the Franchise at rates detailed in the <br />rate schedule. <br /> (1) To ensure diversity of programming, the system shall carry the <br /> broad categories of programming and services listed in the <br /> Franchise. Should the Grantee desire to change the selection of <br /> programs or services offered on any of the tiers, it shall <br /> maintain the mix, quality and level of services provided over the <br /> system. Any such change in programs or services offered shall <br /> comply with the conditions and procedures contained in the <br /> Franchise, and shall be reported to the County at least thirty <br /> (30) days prior to the proposed implementation. The Grantee shall <br /> notify all subscribers in writing at least thirty (30) days prior <br /> to implementing any change in the selection of programs or <br /> services offered on any tiers, or prior to adding or deleting any <br /> channels or changing the channel number for any station. <br /> (2) A basic service tier shall be offered to subscribers throughout <br /> the term of this Ordinance and the Franchise. <br /> (3) The Grantee shall provide and maintain access channels as <br /> specified in the Franchise Agreement. These channels may include: <br /> (a) "Government Access Channel" which shall be a <br /> specifically designated channel for County and County-wide <br /> governmental use and shall be managed and' scheduled <br /> exclusively by the County. <br /> (b) "Educational Channel" which shall be a specifically <br /> designated channel for use by public and private-school <br /> authorities, and institutions of higher education. <br /> (c) Such additional access channels as may be specified in <br /> the Franchise Agreement. <br /> (4) The Grantee shall make available Leased Access channels in <br /> accordance with federal law and regulation. <br /> (5) If the Grantee offers a guide to subscribers, and is capable of <br /> providing local program listings, and such, listings are provided <br /> by the County in a timely manner, the Grantee shall include <br /> information regarding the programs offered on the access channels <br /> described above on the subscriber guide. <br /> (6) The Grantee shall fully provide, at a minimum, services, <br /> facilities and equipment for educational and government access, <br /> and the local programming channel as indicated in the Franchise. <br /> B. Emergency Override. The Grantee shall, without charge, provide, <br />service and maintain public emergency transmission facilities to the County, <br />as described in the Franchise. <br /> 8.2 INSTALLATIONS, CONNECTIONS, AND OTHER GRANTEE SERVICES. <br /> A. Standard Installations. Standard installation shall consist of a <br />service not exceeding one hundred fifty (150) feet from a single point or <br />pedestal attachment to the customer's residence. Service in excess of one <br />hundred fifty (150) feet and concealed wiring shall be charged not to exceed <br />additional installation costs before installation begins. The desire of the <br />Subscriber as to the point of entry into the residence shall be observed <br />whenever possible. Runs in building interiors shall be as unobtrusive as <br /> <br /> <br />
