<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and
<br />unanimously carried, the Board agreed to meet with the Cabarrus County Board of

<br />at 6:00 P.M. in the Multi-Purpose Room at the Governmental Center for the
<br />presentation of the budget proposals by the schools.

<br /> Mr. Day reviewed the County Manager's recommendation to award the panel
<br />systems workstations bid to Office Innovations, the apparent low bidder on the
<br />workstation systems as specified. The two primary issues involved a minimum
<br />height of 64 inches and the State requirement for a minimum interior space of 80
<br />square feet for interviewing by the Social Services employees. Mr. Day reported
<br />that another vendor, Forms and Supply, had advised him on this date that the
<br />space on the architectural drawing did not equal the space required by the panel
<br />systems.

<br /> Ms. Sherri Barnhardt, Purchasing Agent, reviewed the bid process and the
<br />mock-up of the panel systems by the three lowest bidders -- MacThrift Office
<br />Furniture, Durham ("used" panel systems), Forms and Supply, Inc. and Office
<br />Innovations. She reported that Forms and Supply had bid a panel which measured
<br />62% inches in height rather than the specified minimum requirement of 64 to 66
<br />inches. However, Forms and Supply had brought in on this date a panel sample
<br />with a different top cap which could be used along with levelers to increase the
<br />height of the panels. Also, Ms. Barnhardt stated the interior size of the
<br />individual workstation bid by Forms and Supply did not measure precisely 8 feet
<br />x 10 feet.

<br /> There was lengthy discussion regarding the bid process, the specifications,
<br />the alleged inaccuracies in the architectural drawings and the minimum height and
<br />interior space requirements. In response to questions by the Board, Ms.
<br />Barnhardt advised that Forms and Supply had not taken an exception to the
<br />specifications when they submitted their bid.
