· Suzanne Boyd, GIS Coordinator, and Todd Shanley, GIS Analyst, for the <br /> development and implementation of the County's GIS Public Access <br /> application. <br />· Beth Davidson, Network Coordinator for TCP/IP network implementation, <br /> Internet routing, and firewall installation and configuration. <br />· Randy Edwards, Programmer Analyst, for programming, extraction, and <br /> manipulation of tax data linked to the GIS graphical database. <br /> <br /> Ms. Suzanne Boyd demonstrated the use of the County's Internet site and GIS <br />Public Access application. <br /> <br />UNFINISHED BUSINESS <br /> <br />Confirmation of the Sale of County-Owned Land Adjacent to Lake Concord to <br />Inland Development Company (Expiration of Up-Set Bid Time Limit) <br /> <br /> Mr. Clifton reported that the upset bid process for the sale of 171± <br />acres of County-owned property at Lake Concord had been completed and the <br />County is now in the position to go forward with the sale. The Notice of <br />Offer to Purchase was published in THE INDEPENDENT TRIBUNE on June 26, 1998. <br />No upset bids were received during the ten-day period following the date of <br />publication. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Mills and <br />unanimously carried, the Board agreed to complete the sale of 171± acres of <br />County-owned property at Lake Concord to Inland Development Company at a <br />purchase price of $1,100,000.00 in accordance with the contract submitted in <br />the agenda. The Contract is on file in the Office of the County Manager. <br /> <br />CONSENT AGENDA <br /> <br />Approval of Technical ChanKes to the County Work First Block Grant Plan <br />Relative to the Previous Decision to Change from "Electing" to "Standard" <br />Status for the Work First Program <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the technical changes to the County's <br />Work First Plan as set forth in a letter dated May 20, 1998 to Mr. Kevin M. <br />Fitzgerald, Director of the N. C. Division of Social Services, from Mr. James <br />F. Cook, Jr., Social Services Director. Further, the Board authorized the <br />Chairman to sign the certification concerning these changes. The changes were <br />as follows: <br /> <br />· Pages 6 and 7, under VI.A.2.a.: delete last two (2) lines on page 6, <br /> beginning with "Eighth, pay for performance..." and remainder of section a. <br /> on page 7. Replace with the following sentence: Pay after Performance for <br /> Two-Parent families will follow the State Work First plan, and sanctions <br /> will follow the State plan. <br />· Pages 7 and 8, under VI.A.2.a.: delete sentence beginning with "Cabarrus <br /> County's Work Over Welfare...", and replace with: We will implement the <br /> State's wage supplementation as a work component in our plan. In second <br /> sentence on page 8 that begins "The increased...", change Grant Diversion <br /> to wage supplementation. <br />· Page 8, under VI.A.2.a.: in the 3rd line from the bottom of section a. <br /> change Grant Diversion to wage supplementation. <br />· Page 9 under VI.A.3.a.: delete sentence in the middle of the page which <br /> reads: The continued WOW incentives, after employment, will make it <br /> possible for clients to afford to stay off welfare and remain working. <br />· Page 10, under VI.A.4.a.: Delete the last sentence in that section. <br /> Replace with: The State's sanction procedures will be used to help ensure <br /> participation. <br />· Page 14, under VI.A.8.a.: delete sentence in line 10 that begins with <br /> "When a family is not...", and replace with: When a family is not receiving <br /> cash assistance due to pay after performance, a Work First social worker <br /> will closely follow the case during those months of no cash benefits to <br /> ensure that the children in the home are safe. <br />· Page 18, under VII.E.b.ll.: delete that statement, and replace with: Employ <br /> wage supplemented WFA clients as drivers. <br />· Page 20, under VII.F. (last paragraph) Appeals Process. Delete the section <br /> following Appeals Process, and replace with: Cabarrus County will follow <br /> the State appeals process. <br /> <br /> <br />
