Bo~ Clerk to the Board Ratification of the Purchase by the Cabarrus County Board of Education of Approximately 9.79 Acres (Harrisbura Elementary Property) UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board ratified the purchase by the Cabarrus County Board of Education of approximately 9.79 acres of property from O.C. Towell at a purchase price of $18,000.00 per acre for the new Harrisburg Elementary School site. Ra~ification of ~h~ Purchase bY ~h9 ~abarrus County Board of Education of Approximately 47.865 Acres of Property (West Side Hiah School Property) UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board ratified the purchase by the Cabarrus County Board of Education of approximately 47.865 acres of property from Jones Neil Pharr and Mary Lou Allred, individually and as Trustee U/A, at a purchase price of $24,000.00 per acre for the new West Side High School site. Subordination of Lease for Human Services Center UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board approved the subordination of the Lease for the Human Services Center and authorized the Chair to sign a Subordination Agreement and an Estoppel Certificate. NEW BUSINESS Memorandum of Understanding Concerning a Commercial/Retail/Tourism Development Incentive Grant for Marriott Conference Centers, Burroughs & Chapin, Inc. and Landex, Inc. (Collectively the "Developer") - Public Hearin~ - 6:30 P.M. Mr. Clifton gave a brief overview of the proposed Memorandum of Understanding (MOU) authorizing Cabarrus County, City of Concord, Cabarrus County Tourism Authority and the Developer (Burroughs & Chapin, Inc., Landex, Inc. and Marriott Conference Centers) to negotiate the terms of a Business Agreement concerning a commercial/retail/tourism development incentive grant for the proposed Concord Marriott project. Plans for the proposed hotel/conference center include approximately 300 hotel rooms and a 100,000 square foot conference center with 40,000 square feet of dedicated meeting space. Mr. Clifton pointed out the suggested changes made to reflect the administrative fees deducted from proceeds of the local sales tax and hotel/motel taxes collected in Cabarrus County. He also discussed plans by the Tourism Authority to acquire approximately 16 acres adjacent to the proposed hotel conference center site for the possible development of a civic center/exhibition hall at some time in the future. Mr. Mark Shore, Executive Director of the Cabarrus County Convention and Visitors Bureau, answered questions regarding the commercial/retail/ tourism development incentive grant program. At 7:14 P.M., Chairman Casper opened the public hearing concerning the proposed Memorandum of Understanding relative to the Marriott Conference Center project. The Notice of Public Hearing was published in THE INDEPENDENT TRIBUNE on September 9, 1998 and in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on September 10, 1998. Mr. Jim Scarbrough, Attorney representing John Q. Hammons Hotels, reported his client owns and operates hotels across the United States and plans to build a facility in this area. Stating he is not opposed to incentive grants, Mr. Scarbrough expressed concern about the proposed MOU for the Marriott project. He stated in his opinion the rebate of room taxes could give Marriott an unfair advantage over the other hotels in the area, such as the one to be constructed by Hammons. Mr. Scarbrough questioned how closely the Marriott project would be tied to the proposed public civic center, i.e. who would control bookings, food, laundry, and other services at the civic center.
