128 <br /> <br /> WHEREAS, the BFI offer will result in a savings to the Board and <br />to the County and its citizens of at least Four Hundred Fifty Thousand <br />Dollars ($450,000.00) in property acquisition and site preparation <br />expenses for the Project; and <br /> WHEREAS, the Board has previously adopted a resolution approving <br />the purchase of the Roseman Property in principle upon the terms set <br />forth herein. <br /> NOW, THEREFORE, under the provisions of N.C.G.S. 115C-426(f) (6), <br />the Commission does hereby approve the acquisition of the Roseman <br />Property to include development of the Project site, for a sum not to <br />exceed Two Million Dollars ($2,000,000.00), provided that sufficient <br />topsoil is reserved on the Project site to afford adequate and <br />sufficient cover for landscaping the grounds surrounding the high <br />school building and the area involved, with accompanying athletic <br />facilities and amenities. <br /> This the 19th day of January, 1999. <br /> <br />ATTEST: <br />/s/ Frankie F. Barnhart <br /> Chair <br /> <br /> Mr. Clifton suggested that the Board may wish to consider the <br />possibility of setting aside money each year to buy school sites and to <br />start locating sites five or more years in advance of the time the <br />schools are needed. <br /> <br /> Mr. Hartsell suggested that the County may want to identify <br />general areas for school sites and send out requests for proposals for <br />the purchase of property. <br /> <br />CONSENT AGENDA <br /> <br />Cable Television Rate Review Findings Prepared by the Centralina <br />Council of Governments - Approval of Time Warner Cable's Proposed Basic <br />Rate of $5.40 per Month <br /> <br /> The Board received the 1999 Cable Television Rate Review Findings <br />Summary for Time Warner - Metrolina for the Basic Tier and the Cable <br />Programming Service (CPS) Tier as prepared by Ms. Sandra A. Montgomery, <br />AICP, 'Cable Telecommunications Administrator with the Centralina <br />Council of Governments. The proposed basic tier rate was $5.40 and the <br />proposed CPS Tier rate was $25.55. <br /> <br /> UPON MOTION by Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board approved Time Warner's <br />proposed Basic Rate of $5.40 per month, per subscriber, for the 1999 <br />calendar year. <br /> <br />Department of Aging - Approval of the Urgent Repair Agreement and <br />Urgent Repair Policies <br /> <br /> UPON MOTION by Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board approved the Urgent Repair <br />Program Agreement between the Cabarrus County Department of Aging and <br />the North Carolina Housing Finance Agency and approved the Department's <br />policies governing the Program as submitted. The policies are on file <br />in the office of the County Manager. <br /> <br />Budget Amendment - Department of Aging (Home and Co~ununit¥ Care Block <br />Grant Supplemental Fundlnq - FY '99) <br /> <br /> UPON MOTION by Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board approved the following budget <br />amendment allocating Home and Community Care Block Grant Supplemental <br />funding of $52,646.00 and appropriating the required local match of <br />$5,275.00. <br /> <br />DEPARTMENT OF AGING <br />D~4OUNT: $57,731.00 <br />TYPE OF ADJUSTMENT: <br /> <br />BUDGET REVISION/A24ENDMENT REQUEST <br /> <br />Supplemental Request <br /> <br /> <br />
