March 15, 2004 Page 403 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board tabled Petition C2004-02 (Unnamed Easement <br />as Hudspeth Dairy Road) until the April meeting. <br /> <br />(G-2) Recommended Revisions in the Cabarrus County Parks and Recreation <br />Matching Incentives Grant Program <br /> <br /> George Culp, Chairman of the Cabarrus County Parks and Recreation <br />Commission, and Steve Little, Parks and Recreation Director, presented <br />recommended revisions to the Cabarrus County Parks and Recreation Matching <br />Incentive Grants Program. The Board had requested the Commission to review <br />the project priority scoring system/guidelines at its meeting on September <br />15, 2003. Major changes included the following: (1) Implement a comprehensive <br />Matching Incentive Grants Scoring System; (2) Allow renovations/replacement <br />of current facilities on elementary school/park and park sites; (3) Require <br />that all park projects be consistent with the Parks and Recreation Department <br />long range plans; (4) Require grant contractors to purchase builders risk <br />insurance for all projects; (5) Encourage public involvement in developing <br />plans for proposed projects; and (6) Implement a Land Acquisition project <br />element that has a perpetuity clause. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the revised Matching <br />Incentive Grant Guidelines for the Parks and Recreation Department as <br />presented and printed in the Agenda. Further, the Board expressed <br />appreciation to George Culp for his service to the community and asked for a <br />progress report on the revised guidelines in one year. <br /> <br />(G-3) Count~ Government Week (April 18-24, 2004) - Adoption of Proclamation <br />and Report on Planned Essay Contest and Photography Contest <br /> <br /> Aimee L. Hawkins, Public Information Officer, reported on the Essay <br />Contest and Photography Contest planned in recognition of County Government <br />Week. Local school children in the third and eighth grades are invited to <br />participate in an essay contest about Cabarrus County. All county residents <br />are encouraged to participate in a photography contest, depicting scenes and <br />people of Cabarrus County. Carolina Mall will host the photography display <br />and an awards ceremony is planned for April 22 at the Mall. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following proclamation and <br />agreed for Chairman Freeman to present the essay and photography contest <br />awards at the ceremony on April 22, with Vice Chairman Suggs to present the <br />awards if Chairman Freeman is unavailable. <br /> <br />COUNTY GOVERNMENT WEEK <br />April 18 - 24, 2004 <br />PROCLAMATION <br /> <br /> WHEREAS, county government is one of the oldest forms of local <br />government in the United States; and <br /> <br /> WHEREAS, counties have a long history of providing critical services to <br />meet the needs of the public, including such programs as child and elder <br />care, social services, public safety, planning, parks and recreation, <br />transportation, emergency medical services and law enforcement; and <br /> <br /> WHEREAS, counties serve as major partners in the public education <br />system, contributing funding to elementary and secondary schools as well as <br />community colleges; and <br /> <br /> WHEREAS, counties provide many services that make America's communities <br />stronger, safer places to live and raise families; and <br /> <br /> WHEREAS, county officials and employees use their role as local leaders <br />to encourage economic development and therefore improve the lives of their <br />citizens and make their communities more livable; and <br /> <br /> WHEREAS, county governments are the citizen's local government voice, <br />providing solutions that bring communities together. <br /> <br /> NOW, THEREFORE, in recognition of the leadership, innovation and <br />valuable service provided by our nation's counties, the Cabarrus County Board <br />of Commissioners hereby proclaims April 18-24, 2004 as <br /> <br /> <br />
