March 15, 2004 Page 387 <br /> <br /> Mark Smith, 956 Scotland Drive, Concord, informed the Board of an <br />alleged racially motivated act of vandalism that occurred in the St. Andrews <br />subdivision during the weekend. Mr. Smith urged residents with information <br />to contact the Sheriff's Department and advocated prosecution of the <br />perpetrator(s) to the fullest extent possible. <br /> <br /> There was no one else to address the Board, and Chairman Freeman closed <br />that portion of the meeting. <br /> <br />(E) OLD BUSINESS <br /> <br />(E-l) U~date on the Community Committee on Education Capital Plannin~ and <br />Financing <br /> <br /> Mr. Day reported that six organizations had made the following <br />appointments to the Community Committee on Education Capital Planning and <br />Financing: Concord-Kannapolis Ministerial Association - Reverend Michael <br />Kurtz; Cabarrus County Building Industry Association - Holly Blackwelder; <br />Chamber of Commerce - Mayor Scott Padgett; Cabarrus County Association of <br />Realtors - Ray Fry; Cabarrus County Council on Aging - Judy Graeber; and Boys <br />and Girls Club of Cabarrus County - Jimmy Campbell. He stated the Board of <br />Directors for the Community Development Corporation is expected to name its <br />representative later this week. Mr. Day reviewed the Committee's charge "to <br />review the capital plans of county public education institutions, discuss and <br />consider alternatives and prepare a recommendation for the Board of <br />Commissioners that includes a long-term capital and financing plan." He <br />stated the Committee is also to "consider the vitally important community <br />issues of growth, local economics and quality education and develop a <br />recommendation that somehow balances these related, sometimes conflicting <br />issues." In recognition of the Committee's task, Mr. Day suggested that the <br />Board reconsider its original March 27tn deadline for the Committee's report. <br />He recommended that the Board charge the Committee itself with developing a <br />timeline for its task with a proposed timeline, along with a progress report, <br />to be presented at the Board's regular meeting on April 19tn for discussion. <br /> <br /> There was lengthy discussion regarding school facility needs. Issues <br />addressed by the Board included the following: continuing growth in the <br />County; the County's financial situation; funds previously spent by the <br />County on construction of new schools; responsibility of the County <br />Commissioners and School Board members as elected officials; the planned <br />November referendum; and the need to give the Committee time to do its work. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />with Commissioner Privette, Vice Chairman Suggs and Chairman Freeman voting <br />for and Commissioners Carpenter and Carruth voting against, the Board asked <br />the Community Committee on Education Capital Planning and Financing to <br />present a progress report to the Board at its meeting on April 19. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) Tax Refund and Release Re~orts - Februar~ 2004 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the February 2004 Release - <br />Refund Report as submitted by J.
