Mike Downs, Deputy County Manager, will contact the Midland Fire Chief to verify the requested tax rate. FY 2005 Cabarrus County Budget Commissioner Carpenter com~aented on information prepared by Mr. Day listing potential cuts to reduce the tax rate by three cents. The potential cuts included such items as: the reduction in funding for the schools; elimination of 103 County positions; the reduction in services offered by the senior center, libraries, and parks and recreation; mothballing of the Arena and Events Center; and the closing of the veterans service office, erosion control and soil and water. Chairman Freeman stated there was misinformation last week that the Board had said to cut County jobs. He stressed that the'Board did not ask for any job cuts or any reduction in services. Chairman Freeman stated he had asked staff to give one or two options to show possible cuts that could be made to lower the tax rate by three cents and staff had listed potential cuts that could be done, including the reduction of employees. Further, he stated the Board had discussed funding responsibilities by the County and the State and the need for the State to fulfill its responsibilities. Chairman Freeman reiterated that no Board member had said anything about cutting jobs and cited the 3,800 job losses at Pillowtex, the 431 foreclosures thus far in 2004 and the County unemplo~nnent rate of 7.1 percent. Commissioner Carpenter distributed the following list of proposed cuts to reduce the tax rate to 55 cents, specifically delaying the purchase of voting machines until FY 2006. She said the machines have to be in place by December 2005 and stated letters should be sent to federal and state officials seeking additional funding to purchase the new equipment. Further, Commissioner Carpenter stated the new officer for the communications center was provided for in the one-cent tax reduction proposal.
