June 15, 2004 Page 507 Resolution No. 2004-22 RESOLUTION AUTHORIZING ASSISTANT FINANCE DIRECTOR TO EXECUTE PRE-AUDIT CERTIFICATES WHEREAS, Cabarrus County desires to allow the Assistant Finance Director to possess authority to execute pre-audit certificates; and WHEREAS, North Carolina G.S. 159-2 (c) authorizes the Governing Board to grant this authority to a deputy finance officer; and WHEREAS, the Assistant Finance Director will execute pre-audit certificates as necessary to conduct business in the Cabarrus County Finance Office. NOW THEREFORE BE IT RESOLVED by the Cabarrus County Board of Commissioners that the Assistant Finance Director possesses authority to execute pre-audit certificates for Cabarrus County. Bonds, Clerk to the Board (F-4) Revised Pro~ect Ordinance for the Construction and Renovations Capital Projects Fund for Rowan-Cabarrus Community College Capital Pro~ects Section 9 of the Capital Project Ordinance for the Rowan-Cabarrus Community College Capital Projects was omitted from the Project Ordinance that was approved on April 19, 2004. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following revised Capital Project Ordinance for Rowan-Cabarrus Community College. Revised CAPITAL PROJECT ORDINANCE Ordinance No. 2004-10 BE IT ORDAINED, by the Board of County Commissioners of the County of Cabarrus, North Carolina, that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project ordinance is hereby adopted: Section 1. The project authorized is the construction of a parking lot and the design cost of building 3000 at Rowan Cabarrus Community College and Phase I and Phase II renovation of the old Cabarrus County School Administration Building. The capital projects will be financed by Installment Financing and a contribution from the Cabarrus County General Fund for Phase I renovations. Section 2. The officers of this unit are hereby directed to proceed with this capital project within the terms of the Installment Financing resolution and the budget contained herein. Section 3. The following budgeted amounts are appropriated for the projects: Parking Lot RCCC $ ~00,000 Design Cost of Building 3000 at RCCC $ 500,000 Phase I School Administration Building $ 189,500 Phase II School Administration Building $2,853,728 Section 4. The following revenues are anticipated to be available to complete this project: Proceeds from Installment Financing Contribution from Cabarrus Co. General Fund $3,753,728 $ 189,500 Section 5. The Finance Officer is hereby directed to maintain within the Capital Project Fund sufficient detailed accounting records to satisfy the terms of the Installment Financing resolution.
