June 15, 2004 Page 507 <br /> <br /> Resolution No. 2004-22 <br /> RESOLUTION AUTHORIZING <br /> ASSISTANT FINANCE DIRECTOR <br />TO EXECUTE PRE-AUDIT CERTIFICATES <br /> <br />WHEREAS, Cabarrus County desires to allow the Assistant Finance Director to <br />possess authority to execute pre-audit certificates; and <br /> <br />WHEREAS, North Carolina G.S. 159-2 (c) authorizes the Governing Board to <br />grant this authority to a deputy finance officer; and <br /> <br />WHEREAS, the Assistant Finance Director will execute pre-audit certificates <br />as necessary to conduct business in the Cabarrus County Finance Office. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Cabarrus County Board of Commissioners <br />that the Assistant Finance Director possesses authority to execute pre-audit <br />certificates for Cabarrus County. <br /> <br />Adopted this 15th day of June 2004. <br /> <br /> /s/ Robert M. Bonds, Clerk to the Board <br /> <br />(F-4) Revised Pro~ect Ordinance for the Construction and Renovations Capital <br />Projects Fund for Rowan-Cabarrus Community College Capital Pro~ects <br /> <br /> Section 9 of the Capital Project Ordinance for the Rowan-Cabarrus <br />Community College Capital Projects was omitted from the Project Ordinance <br />that was approved on April 19, 2004. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted the following revised <br />Capital Project Ordinance for Rowan-Cabarrus Community College. <br /> <br />Revised <br /> <br />CAPITAL PROJECT ORDINANCE <br /> <br />Ordinance No. 2004-10 <br /> <br /> BE IT ORDAINED, by the Board of County Commissioners of the <br />County of Cabarrus, North Carolina, that, pursuant to Section <br />13.2 of Chapter 159 of the General Statutes of North Carolina, <br />the following capital project ordinance is hereby adopted: <br /> <br /> Section 1. The project authorized is the construction of a <br />parking lot and the design cost of building 3000 at Rowan <br />Cabarrus Community College and Phase I and Phase II renovation of <br />the old Cabarrus County School Administration Building. The <br />capital projects will be financed by Installment Financing and a <br />contribution from the Cabarrus County General Fund for Phase I <br />renovations. <br /> <br /> Section 2. The officers of this unit are hereby directed <br />to proceed with this capital project within the terms of the <br />Installment Financing resolution and the budget contained herein. <br /> <br /> Section 3. The following budgeted amounts are appropriated <br />for the projects: <br /> <br />Parking Lot RCCC $ ~00,000 <br />Design Cost of Building 3000 at RCCC $ 500,000 <br />Phase I School Administration Building $ 189,500 <br />Phase II School Administration Building $2,853,728 <br /> <br /> Section 4. The following revenues are anticipated to be <br />available to complete this project: <br /> <br />Proceeds from Installment Financing <br />Contribution from Cabarrus Co. General Fund <br /> <br />$3,753,728 <br />$ 189,500 <br /> <br /> Section 5. The Finance Officer is hereby directed to <br />maintain within the Capital Project Fund sufficient detailed <br />accounting records to satisfy the terms of the Installment <br />Financing resolution. <br /> <br /> <br />
