June 24, 2004 Page 536 <br /> <br />General - prior to the filing of a Preliminary Plat the subdivider should <br />submit a pre-application sketch plat to the Planning and Zoning <br />Department in order that the staff may make the subdivider aware of the <br />purpose and objectives of these regulations and to assist him/her in <br />planning their development. ~ <br /> <br />Timing - sketch plats shall be submitted at least two weeks prior to the <br />filing deadline for Preliminary Plat Applications. <br /> <br />Section 3. Abbreviated procedure for minor subdivisions <br /> <br />If the Planning and Zoning Department finds that the sketch plat meets <br />the requirements of a minor subdivision as defined by this ordinance and <br />that there are no adverse affects on the remainder of the parcel or on <br />adjoining property, then the subdivider may proceed with the preparation <br />of a conveyance plat or minor subdivision plat which may be submitted at <br />anytime and given final approval by the Subdivision Administrator or his <br />assignee(s). <br /> <br />B. Conveyance Plat Requirements: <br /> <br />A conveyance plat is a simple, clear sketch prepared by a registered <br />surveyor which shows a proposed property division. It shows the <br />relationship of the parcel(s) being subdivided to the original property. <br />The conveyance plat must include the following information: <br /> <br />Title Block it shall contain the words "conveyance plat" and <br />shall include the township, parcel identification number, <br />subdivision ,name, date, scale, name, and address of owners and <br />name, and address of registered land surveyor. The Title Block <br />shall be located at the bottom right hand corner of the plat. <br /> <br />Survey the boundary lines on the tract to be subdivided shall be <br />determined by an accurate survey prepared, sealed, and signed by a <br />registered land surveyor. The survey shall be drawn in accordance <br />with G.S. 47-30, Section 3, Part (M). <br /> <br />Location and labeling of all streets which adjoin the property. <br />Current zoning of the property. <br /> <br />Location and description of all existing structures on the <br />property. <br /> <br />Name, address, and parcel identification numbers of adjacent <br />property owners. <br /> <br />7. The conveyance plat may not be larger than 8 ~ by 14 inches. <br /> <br />A vicinity map, valid north arrow and original surveyor seal and <br />signature to meet the requirements of the N.C. Surveyors Standards <br />and Practices. <br /> <br />Section 4. Preliminary plat requirements and review process <br /> <br />The preliminary plat is the first graphic document which indicates the proposed <br />division of land into lots and/or streets. The following procedures and <br />requirements must be followed to get preliminary plat approval: <br /> <br />ao <br /> <br />General - The subdivider shall submit fifteen (15) folded copies of the <br />preliminary plat for review by the Planning and zoning Staff and other <br />agencies. The Planning Services Division must receive these copies by <br />the submission deadline without exception. The Planning and Zoning <br />Commission's current regular monthly meeting date shall serve as the <br />deadline for scheduling an item for consideration by the Commission at <br />its next regularly scheduled monthly meeting. If revisions are needed, <br />the subdivider shall submit fifteen (15) folded copies of the revised <br />preliminary plat to the Planning Services Division no later than ten (10) <br />days prior to the regularly scheduled monthly meeting of the Planning and <br />Zoning Commission for which the item shall be considered. <br /> <br />B0 <br /> <br />Specifications for Plats - Unless the average lot size in a proposed <br />subdivision is more than three (3) acres, the preliminary plat shall be <br />drawn at a scale of one hundred 100 feet to the inch. .If the average lot <br />size is more than three (3) acres, the scale may be two hundred (200') <br />feet to the inch. <br /> <br /> <br />
