<br />Organizational Meeting - December 6, 2004 <br /> <br />Page <br /> <br />5 <br /> <br />NOW, THEREFORE, BE IT RESOLVED, the Cabarrus County Board of <br />Commissioners, pursuant to North Carolina General Statute 153A-40 (a), does <br />hereby: <br /> <br />(1) <br /> <br />Establish the Board's regular meeting schedule to meet on the <br />third Monday of each month at 6:30 p.m. in the Commissioners' <br />Meeting Room at the Governmental Center with the exception of the <br />January 2005 meeting which will be held at 6:30 p.m. on Monday, <br />January 24, 2005; and <br /> <br />(2) <br /> <br />Set the <br />2005: <br /> <br />following regular meeting dates <br /> <br />for the calendar year <br /> <br />January 24, 2005 <br />February 21, 2005 <br />March 21, 2005 <br />April 18, 2005 <br />May 16, 2005 <br />June 20, 2005 <br />July 18, 2005 <br />August 15, 2005 <br />September 19, 2005 <br />October 17, 2005 <br />November 21, 2005 <br />December 19, 2005 <br /> <br />(3) <br /> <br />Resolve that any recessed, special or emergency meeting will be <br />held as needed with proper notice as required by North Carolina <br />General Statute 153A-40. <br /> <br />Adopted this the 6th day of December, 2004. <br /> <br />/s/ Carolyn B. Bonds, Clerk to the Board <br /> <br />(F-4) Memoranda of Understanding with the Cities of Concord and Kannapolis <br />and the Town of Harrisburg <br /> <br />Vice Chairman Carruth distributed copies of Item F-4, Memoranda of <br />Understanding with the Cities of Concord and Kannapolis and the Town of <br />Harrisburg, which had been added to the Agenda. <br /> <br />Chairman Carpenter stated each Commissioner would have two minutes for <br />comments. <br /> <br />Vice Chairman Carruth presented the proposed Memorandum of <br />Understanding (MOU) with the City of Concord. He stated the document does <br />not keep anyone from building a house in Cabarrus County and does not settle <br />the litigation between the County and the City of Concord. However, he said <br />the MOU would give the City and County an opportunity to resolve their <br />differences. At the conclusion of two minutes, Vice Chairman Carruth asked <br />for additional time to further review the proposed MOU. <br /> <br />Chairman Carpenter yielded her time to Vice Chairman Carruth. <br /> <br />Vice Chairman Carruth continued review of the MOU and highlighted items <br />related to City utility services along with the County's plans to initiate a <br />process to suspend new subdivision approvals for six months and to prepare <br />new development and zoning ordinances. In addition, he said the City and <br />County would review existing utility agreements and work out a solution to <br />that issue. <br /> <br />Vice Chairman Carruth made a motion, seconded by Chairman Carpenter, to <br />approve the Memorandum of Understanding with the City of Concord. <br /> <br />Chairman Carpenter opened the meeting for discussion by the Board. <br />reiterated that each Board member would have two minutes for comments. <br /> <br />She <br /> <br />Commissioner Privette read an editorial published in THE INDEPENDENT <br />TRIBUNE on December 3rd about managing growth in Cabarrus County. He commended <br />the editorial which criticized a group that left key members of government <br />out of a meeting held to discuss the development of long range planning and <br />
