We also are ready to work with the County and Kannapolis <br />on a comprehensive land use plan for the northwest portion of the <br />County. <br /> <br /> <br />Our City Council and Cabarrus County Commissioners represent the <br />same 61,000 people in Concord. If the commissioners get the same <br />calls we receive, you know the number one concern of our <br />residents is managing gr6wth so to minimize theirnpact on their <br />quality of life. Our citizen surveys indicate the impact of <br />residential growth on such critical areas such as traffic <br />congestion, water supply, open space, economic development and <br />the cost of infrastructure maintenance is of grave concern. <br /> <br />Since water restrictions were lifted at the end of the drought, <br />literally thousands of new residential lots have been approved in <br />Cabarrus County that are being developed at urban densities. We <br />only have one chance to impact the quality of all this <br />development so it will not be a burden to current and future <br />taxpayers. <br /> <br />At thesatne time, we realize that residential growth, combined <br />with-proper land use planning and adequate development standards, <br />can enhance our quality of life by providing strong and <br />sustainable neighborhoOds. We are at a crossroads in our County <br />and the time is now for local' governments to work together with <br />the private sector and our citizens to plan for the future. If <br />we fail to do so now our children and grandchildren will pay the <br />price for our lack of foresight. <br /> <br />I would respectfully request that this be read into the record at <br />your public hearing on Monday, December 20, 2004. <br /> <br />sincerely, <br />/s/ J. Box 707 <br />Concord NC 28026-0707 <br /> <br />Dear Carolyn: <br /> <br />As you. are aware, the Kannapolis City Council has unanimously <br />adopted the joint Memorandum of Understanding that sets forth the <br />framework for a very positive collaborative growth management <br />effort in Western Cabarrus County. The City of Kannapolis offers <br />its full support to the Cabarrus CouIity Board of Commissioners <br />for its proposed approach to growth management, especially as it <br />relates to Kannapolis' growth areas west of Lake Howell. We <br />believe it is time for us to all to look to the future and to <br />collaboratively develop an effective plan for the future <br />development in the unincorporated areas of the County. <br /> <br />The City has invested several million dollars in water, sewer and <br />street improvements in the western parts of our City in <br />anticipation of the tremendous growth that is about to occur. <br />Our City Council, staff" Planning Commission and citizens spent <br />countless hours planning for its future development. We are very <br />pleased with the plan we have and are excited about our City's <br />growth potential. We strongly believe that our City plan should <br />fit with the County' splan in all ways, including how the plans <br />are translated into the standards to which new development <br />projects are constructed.
